Subject: Re: City of Laguna Hills Districting Information Hello Jennifer:

The meeting was very informative. I will not be submitting another design, but after reviewing all the maps, I believe Map 101 best keeps our community interests intact. I live in district #3 and we soon be getting a new development, Plaza La Paz, which will add to our population numbers if needed. District #3 is south of Alicia Parkway and comprised of mainly single family homes, several parks, some retail, and Christ Community Church. Everything is colocated within the district. Map 101 best serves our community interests. Thank you! Sincerely,
Kyra Ytzen

Subject: Feedback on proposed LH district maps
Hello,
My name is Allison TerBush and I live at 26116 El Prado St, Laguna Hills, CA. I am writing to express my concern that some of the proposed maps split my neighborhood up in seemingly arbitrary ways. I would strongly encourage the city council to keep the entire neighborhood bounded by Alicia, PDV, La Paz, and Moulton all together. This region represents a unified neighborhood and community, and I think it makes sense that we are all represented together.

The maps that arbitrarily split up my neighborhood, which I oppose, are:
101
104
105
Thanks for your consideration.

Best,
--

Subject: District Maps
This email is written in support of Map 103 in regards to the district plans for the City of Laguna Hills.

After attending multiple City Council meetings and studying the suggested maps that have been presented I am notifying the City of Laguna Hills of my support for Map 103.

The reason for my support of this map is I believe it best represents the best mix of housing types and is demographically inclusive. The areas within each district of Map 103 represent the best common interest of its residents.

My support is with Map 103.

Respectfully submitted,
Phyllis and Fredrick Roberts

Subject: District Maps
My name is Karen Liƞin and I am a resident of Laguna Hills. I select Map 101. The boundaries of District 3 (which I am a resident of) as outlined in Map 101 keep our Community Interests intact. Our Community Interests are: Christ Community Church, Valencia Elementary School, La Paz Village, Courtyard, Voco Hotel, several parks, and La Paz Road which is very important as most residents in District 3 as outlined in Map 101 use La Paz Road to enter the 5 Freeway.

Also, First Responders use La Paz Road as a primary entrance into District 3 neighborhoods.

Maps 102, 103, 106 and 109 mix the Community Interests of residents in District 3 as outlined in Map 101 because those maps do not honor the boundaries of District 3 as outlined in Map 101.

Maps 104, 107 and 108 divide the Community Interests of residents in District 3 as outlined in Map 101 because those maps do not honor the boundaries of District 3 as outlined in Map 101.

The aforemenƟoned reasons are why I select Map 101.

Sincerely,
Karen Liƞin

Subject: Re: City of Laguna Hills Districting Information Hi Jennifer,
This is Heidi Prescott, a resident of Laguna Hills. I am submitting my comments for the redistricting maps. I understand the City Council tomorrow 11/18/25 will be accepting comments as well, so I will sign up for that too, but I wanted to pass along my thoughts. After careful review of the proposed maps, I believe Map 103 allows for the best representation for all Laguna Hills residents. I am very familiar with Laguna Hills. I live in Stratford Ridge (Alameda/La Paz). I have lived, worked, shopped and socialized in Laguna Hills for 30 years. I am very familiar with the City and it's neighborhoods.

When I look at the criteria for fair maps using geography, neighborhoods/communities of interest, easily identifiable boundaries and being compact, map 103 seems to do the best job. I believe apartments and higher density communities with townhomes and condo's have needs that those of us in single family homes do not have. I also know that North Laguna Hills is often forgotten that it actually is a part of Laguna Hills. Map 103 has the following:

PROS - MAP 103
* District 1 (N. LH and the old shopping mall area) has high density communities and they should be kept together. Map 103 does a better job of this in the area of the old mall. In addition, I know we don't have the development up and going there yet, but I'm familiar with the plans and this will be high-density housing as well.
* District 2 uses Alicia and Laguna Hills Drive as it's boundaries which is a natural course of travel, bike trails and the area around the Laguna Hills Community Center together. A positive mix of apartments, townhomes and smaller single family housing neighborhoods. * District 3 boundaries keep single family housing together. A section of it does cross Alicia which is a major thoroughfare, but technically, I believe those houses are all from the same development (I may be wrong about that, but they were definitely built around the same time). They have similar interests, needs and demographics.
*District 4 keeps the single family community along La Paz together. Other maps break this up. I live in District 4 and can say that this entire neighborhood along La Paz is one big neighborhood and everyone knows one another. Very similar needs.
* District 5 keeps Falcoln Hill (corner of La Paz/Moulton Pkwy) together with Nellie Gail rather than breaking it off into a separate district as other maps do. It has more in common with Nellie Gail than the high density condo complexes other maps put it in.
* The population deviation of Map 103 is 8.7%. This is a reasonable deviation and will change based on District 1 housing development near the mall.
* The incomes of Map 103 keep like with like.

Item No. 6.1
2 * Apartment residents are renters. Their needs are much different than single family homes or homes that are privately owned. Map 103 keeps these apartment communities together.

CONS - MAP 103
There is some cross over Moulton Pkwy and Alicia which are major thoroughfares and natural geographical boundaries. But the cross over is minimized in Map 103 in a very natural, common-sense way.

NOTE: The other maps seem to break up communities in odd, unnatural ways. They also do a poorer job of keeping like communities together which means a mix of needs, interests, demographics and incomes which I believe will break up representation into sub-groups which is not the best use of city resources.

Have a good week.

User comment: I am unable to attend the public hearing on creating Laguna Hills new districts so please consider my feedback here: Map 103 does the best job of taking into account community commonalities and road boundaries. Map 106 makes no sense, as you are dividing up a neighborhood in the McKenzie Park area where half of it is in district 4 and half in 3. I know the districts will have to be redone with new development, but please try and keep established neighborhoods together.

My name is Mary Koenig, a retired Valencia Elementary school teacher and substitute teacher at Lomarena, who lives on Tree Top Rd. I select Map 101 based on the following community interests in this area: Valencia Elementary School, Lomarena Elementary School, La Paz Village, Knotty Pine Park, McKenzie Park, Christ Community Church, the traffic mess along La Paz and Paseo de Valencia during Valencia school hours (very dangerous), and the problems with traffic at the intersection of La Paz and I-5 in spite of widening the bridge and adding lanes.

Sincerely,
Mary Koenig

Subject: Re: City of Laguna Hills Districting Information I would like to submit a Public Comment for the meeting tonight's meeting, which includes a discussion and possible vote on the maps.

My name is Cathy Udovch and I live in North Laguna Hills, in what is District 1 on all the maps proposed. Here are my thoughts on each map
101 leaves out some of the apartment complexes and has a lower population count, most likely in anticipation of the mall project, but there is no way to know if the project will be far enough along by the 2030 census to increase the population count. This is NO for me 102 is my preferred map in that District 1 is larger, for the moment, but the other 4 districts are all much more equal to each other, giving a decent balance. 103 is a second choice map, but district 4 is now the lowest population. 104 and 105 are HARD NO, and 106 is a hot mess, so also a NO 107 would be my third choice, although some of the lines are interesting. 108 would be a distant fourth option, also interesting lines. 109 is a NO as well, not really liking the lines on this map.

Thank you for your attention, havea good meeting.

Subject: Support for Map 101 to Preserve District 3 Community Interests My name is Jeff Combs, and I am a resident of Laguna Hills. I strongly support Map 101 because it best preserves the Community Interests of District 3. This map keeps together key shared assets such as Christ Community Church, Valencia Elementary School, La Paz Village, the Voco Hotel, several parks, and the La Paz Road corridor—an essential route for residents and first responders.

In contrast, Maps 102, 103, 106, 109, 104, 107, and 108 split or dilute these core community areas, disrupting the natural boundaries that define District 3.

For these reasons, Map 101 is the only option that maintains the integrity and cohesion of our community.

Sincerely,
Jeff Combs

Subject: Map 101 vote to Preserve District 3 Community Interests My name is Sandy Combs, and I live in Laguna Hills. I am urging support for Map 101 because it keeps District 3’s core Community Interests unified. This map maintains the natural connections between important shared locations—such as Christ Community Church, Valencia Elementary School, La Paz Village, local parks, the Voco Hotel, and especially the La Paz Road corridor, which is a critical route for both residents and first responders.

Other proposed maps—102, 103, 106, 109, 104, 107, and 108—break apart these established community areas or shift boundaries in ways that weaken the identity and cohesion of District 3.

To preserve the integrity of our district and the neighborhoods that depend on these shared assets, Map 101 remains the most appropriate and balanced choice.

Sincerely,
Sandy Combs
