Sensitive Receptors: There are individuals deemed sensitive receptors due to their fragile immune systems and special sensitivity to environmental discharges. These sensitive receptors typically include the elderly, the sick, and children. While the location of all sensitive receptors cannot be determined, EDR indicates those buildings and facilities - schools, daycares, hospitals, medical centers, and nursing homes - where individuals who are sensitive receptors are likely to be located.

February 4, 2026
Mayor Don Caskey
City of Laguna Hills
24035 El Toro Road
Laguna Hills, CA 92653
RE: Support of Housing in Laguna Hills – Community at 23161 Mill Creek Road Dear Mayor Caskey, Mayor Pro Tem Mathis, and Members of the Council, On behalf of the Orange County Chapter of the Building Industry Association of Southern California (BIAOC), representing hundreds of home builders, trade partners, and suppliers throughout the region, we write to express our strong support for the proposed housing development at 23161 Mill Creek Road in the City of Laguna Hills.

The application before you represents an important step toward addressing the City’s housing needs by helping to combat the ongoing housing shortage and providing much-needed homes for the community. This thoughtfully designed project would deliver 36 duplex units -34 market-rate and 2 aYordable -on an underutilized commercial site, advancing Laguna Hills’ long-term housing goals while making eYicient and responsible use of land.

This location exemplifies the type of redevelopment and neighborhood revitalization envisioned in adopted planning policies by replacing aging commercial infrastructure with much-needed housing. The proposed development reflects a context-sensitive approach, with a density and product type that are compatible with the surrounding area. The gated community design includes private backyards for each unit, limits building height to an average of approximately 38 feet, and incorporates high-quality architecture that complements the character of the neighborhood.

Importantly, these homes will provide a meaningful opportunity for younger families and working residents to attain homeownership in Laguna Hills, helping to sustain a diverse, vibrant, and economically healthy community.

For these reasons, we respectfully request your support of the proposed application and urge the City Council to allow this project to move forward. At a critical time of limited housing supply, approving this development will help bring much-needed homes to the market while remaining consistent with the City’s adopted plans and policies.

Thank you for your time and thoughtful consideration. Should you have any questions regarding this letter, please do not hesitate to contact me at [email protected] or (949) 777-3856.

Sincerely,
Ana Gromis

City Council / Planning Agency
Staff Report
Date: February 10, 2026
To: Mayor and Council Members
From: Holland Gannon, Community Services Director
Issue: 2026 4th of July Fireworks Display
Recommendation: That the City Council:

1. Review proposed options and select and approve either Option 1, Option 2, or Option 3;

2. Direct the City Attorney’s office to draft an Amendment No. 1 to the previously approved 2026 4th of July Celebration Fireworks Display Agreement with Garden State Fireworks, Inc. (GSF), reflecting the Council-selected option and any other changes to the Scope of Work;

4. Authorize and direct the Finance Director to amend the budget, accordingly; and

Background:

At the January 27, 2026 City Council meeting, Staff was directed to return with options to scale up the annual fireworks display in honor of America’s 250th Anniversary. agreement.

Option 1 – $5,000 Increase
Enhances the display by adding additional fireworks throughout the program, increasing overall density and visual interest.

• 20 four-inch (4") aerial display shells
Option 2 – $10,000 Increase
Includes all enhancements in Amendment Option 1 and adds a “false finale” midway through the program, creating an additional high-impact moment during the show.

Enhancements include:
• 90 three-inch (3") aerial display shells

Option 3 – $15,000 Increase
Includes all enhancements in Amendment Options 1 and 2 and further expands the grand finale, providing a more robust and extended conclusion to the show.

Additional finale enhancements include:
• 100 three-inch (3") aerial display shells
• 20 four-inch (4") aerial display shells
In addition to selecting an amendment option, City Council is asked to provide direction regarding the firework display soundtrack.

Item No. 7.2.2
City of Laguna Hills
City Council / Planning Agency
Staff Report
Date: February 10, 2026
To: Mayor and Council Members
From: Holland Gannon, Community Services Director
Issue: 2026-2028 Half Marathon, 5k and 10k Honoring USMC Dark Horse Battalion Medal Series
Recommendation: That the City Council discuss and provide direction for the 2026-2028 Half Marathon, 5k and 10k Honoring USMC Dark Horse Battalion Medal Series design.

Background:

The City’s annual Half Marathon, 5k, and 10k races feature a commemorative finisher medal that honors the United States Armed Forces and Memorial Day. In previous years, medals have been designed as part of a five-year series, encouraging repeat participation as runners work to complete the full collection.

Staff, along with Spectrum Sports, regularly evaluates event elements to ensure they continue to generate excitement, maintain relevance, and encourage participation among both new and returning runners. Feedback from the 2025 race included the desire to shift back to a medal series.

For the 2026–2028 race years, staff is proposing a shift from a five-year medal series to a three-year medal series. Feedback and participation trends indicate that a shorter series is more attainable for participants and may increase overall engagement and repeat participation across consecutive years.

To support this transition, new medal designs are required for the 2026–2028 series.

The design will continue to honor the United States Armed Forces and align with the patriotic and commemorative nature of the event.

Page 1724 of 1727 ends

Item No. 7.2.2
The past two medal series were as follows:

Spirit of Valor 2019-2024 (no race in 2020)
Purple Heart 2024
MIA/POW 2023
1st Responders 2022
Women in Service 2021
Coast Guard 2019
Joint Chiefs of Staff 2014-2018
National Guard 2018
Army 2017
Air Force 2016
Navy 2015
USMC 2014
These items are presented as preliminary suggestions, and staff welcomes additional ideas or alternative direction from City Council:

Spirit of America 2026-2028
United States Semiquincentennial 2026
Space Force 2027
Military Working Dogs 2028
Service Through Time 2026-2028
The Oath (enlisting theme) 2026
The Mission (combat/action theme) 2027
The Legacy (Veteran theme) 2028

Page 1725 of 1727 ends

Item No. 7.2.2
Fiscal Impact:

There will be a one-time increase in medal costs in 2028 associated with the completion of the three-year medal series, as participants who complete all three years will receive an additional commemorative medal. Each medal costs approximately $2.75. For reference, a similar completion medal was provided in 2024, with approximately 275 recipients receiving a medal. This resulted in an additional cost of approximately $756.

Staff anticipates the cost in 2028 may be higher due to increased participation resulting from the transition to a three-year medal series. Any additional costs will be incorporated into the 2028 event budget.
