WELCOME TO THE REGULAR MEETING OF THE CITY COUNCIL.
Regular City Council meet ings are held on the first and third Tuesday of every month at 7:00 p.m. in the Council Chambers at City Hall (6:00 p.m. or prior to the Regular City Council meeting for Closed Session). City Hall is open for the public to attend the meeting; however , in-person seating is limited.
Regular City Counci l meetings are aired live on Cox Cable Channel 853, AT&T U-Verse Channel 99 and on the City ’s YouTube Channel at www.youtube.com/cityoflagunaniguel.
Rebroadcasted meetings are available for viewing o n: Cox Cable/AT&T U-Verse channels at 6:00 p.m. daily follo wing each meeting; the City ’s Website at www.cityoflagunaniguel.org; and on the City’s YouTube Channel.
Any person wishing to address the Ci ty Co uncil will need to complete and present a gold- colored, “Request to Speak ” form to the City Clerk at the meeting. Forms are available on the counter located inside the Council Chambers. The time limit will be established by the Mayor.
To allow equal time f or speakers, minutes may not be given to another speaker. If you are unable to attend the meeting, you may have another person read your written statement. The City Council may establish a time limit on all public comments of not less than one half hour.
Any documents pertaining to items on the agend a that are provided to the City Council prior to 4:00 p.m. on the day of the City Council meeting will be available for public review at the counter that is located inside the Council Chambers.

3. Approval of Professional Services Agreements for On -Call Economic Development Services
Recommendation
Staff recommends that the City Council:
1. Approve the Professional Services Agreement for On- Call Economic Development Services for the following firms:
• DTA;
• Economic Planning Systems. Inc.;
• Hoffman Strategy Group;
• Keyser Marston Associates;
• Kosmont Companies;
• PlaceWorks, Inc.; and
2. Authorize the City Manager to execute the Agreements and future amendments, subject to the City Attorney making non-substantive changes.

4. Approval of Amendment No. 1 to the Professional Services Agreement for On-Call Economic Develo pment Services with Kosmont and Associates, Inc. to Prepare a Market Study for the Laguna Niguel General Plan Update
Recommendation
Staff recommends that the City Council:
1. Approve Amendment No. 1 to the Professional Services Agreement with Kosmont and Associates, Inc. to prepare a Market Study for the Laguna Niguel General Plan Update for an amount not to exceed $86,000 plus an additional 10% contingency;
2. Approve a not -to-exceed 10% contingency of the total contract with Kosmont, and Associates, Inc. in the amount of $8,600 if needed; and,
3. Authorize the City Manager to execute agreements and future amendments to the Professional Services Agreements, subject to the City Attorney making non-substantive changes.
5. Award of C onstruction Contract t o All American Asph alt for Niguel Road (Alta Terra to Highl ands Avenue) Pavement Rehabilitation , Cash Cont ract No. 21-25
Recommendation
Staff recommends that the City Council:
1. Award the Construction Contract for the Niguel Road (A lta Terra to Highlands Avenue) Pavement R ehabilitation, Cash Contract No. 21- 25 to All American Asphalt in the amount of $866,924;
2. Authorize the Public Works Director/City Engineer to process change orders in an amount not to exceed 1 5% of the total contr act for $130,039, for a total not-to-exceed amount of $996,963 if needed;
3. Authorize the City Manager to execute the Construction Contract for the Niguel Road (Alta Terra to Highlands Avenue) Pavement Rehabilitation, Cash Contract No. 21 -25 with All American Asphalt, subject t o the City Attorney making non-substantive changes; and,
4. Authorize the Public Works Director/City Engineer to execute the Notice of Completion at the conclusion of construction.

6. Adoption of Resolution No. 2022 -1378, Authorizing the Project List Submittal for Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA) Funding Through the Orange County Transportation Authority 2021 Pavement Management Relief Funding Program
Recommendation
Staff recommends that th e City Council adopt Resolution No. 202 2-1378, authorizing the project list sub mittal for Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA) Funding through the Orange County Transportation Authority 2021 Pavement Management R elief Funding Program.
7. Adoption of Resolution No. 2022 -1379 Supporting Orange County’s Efforts to Eliminate the Threat of Fentanyl in our Communities
Recommendation
Staff recommends the City Counci l adopt Resolution No. 2022- 1379 supporting Orange County’s efforts to eliminate the threat of fentanyl in our communities.
