CITY OF LAGUNA NIGUEL

CITY COUNCIL AGENDA ITEM
To: Honorable Mayor and Council Members
FROM: Jacki Scott, Public Works Director/City Engineer
DATE: June 21, 2022
SUBJECT: Approval of Plans and Specifications for the Annual Residential Overlay Program Fiscal Year 2021-22, Cash Contract No. 21-33, and Authorization to Advertise the Project for Bids

RECOMMENDATION
Staff recommends that the City Council:

1. Approve the Plans and Specifications for the Annual Residential Overlay Program Fiscal Year 2021-22, Cash Contract No. 21-33; and,

2. Authorize staff to advertise the project for bids.

BACKGROUND
In order to maintain City streets in good condition, the City Council adopted the Pavement Management Program, a work plan that identifies deficiencies and recommends projects to improve the Pavement Condition Index (PCI) of City streets, on June 1, 2021. The Pavement Management Program includes annual residential overlay, annual arterial overlay, and biennial residential slurry seal. The goal of the program is to improve the citywide PCI year over year, ultimately bringing the citywide PCI up to 80 or greater.

Investing in the City's street system saves money because it costs less to maintain streets in good condition than to repair those that have failed, satisfies Maintenance of Effort reporting requirements, and meets the needs of the community.

As part of the Pavement Management Program, the City has committed to completing asphalt overlay construction within residential neighborhoods on an annual basis. This project will improve the following list of streets: Avenida Del Caballo, El Barat, Campeon, Avatar, and Pasofino. The average existing Pavement Condition Index (PCI) for these streets is 44. A vicinity map is provided as Attachment "A". The plans, specifications, and engineer's estimate for this project were completed by a firm on the City's On-Call Professional Engineering Services List. This project supports City Council Goal 4 (Infrastructure and Technology) of the City's adopted Strategic Plan.

ANALYSIS
The project improvements include roadway reconstruction, asphalt pavement overlay, associated concrete improvements for curb and gutter, sidewalks and access ramps, adjustment of surface utilities to the final pavement grade, and roadway marking and striping. A copy of the Plans and Specifications is available at the City Clerk's Office for examination and review.

Traffic control on this project will follow the guidelines for temporary traffic control zones as referenced in the 2019 Work Area Traffic Control Handbook (WATCH). The WATCH manual is in compliance with the current edition of the California Manual on Uniform Traffic Control Devices. Temporary lane closure hours will be limited to 8 AM to 4 PM, with limited exceptions allowed.

Construction is anticipated to start in November 2022 and is anticipated to be completed in April 2023. The project is being advertised concurrently with the Annual Residential Overlay Program Fiscal Year 2022-23 in order to receive more cost-efficient bids from prospective contractors.

The bids will be advertised next to each other and at the same time on the City's web- based bidding platform, Planet Bids, which allows prospective bidders to see them. They can choose to submit their bids simultaneously. Choosing to do so is a business decision the contractors make which may result in cost savings to the City.

This project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines - California Code of Regulations, Chapter 3 (Guidelines for Implementation of CEQA), Article 19 (Categorical Exemptions), Section 15301 (Existing Facilities), Subsection (c).

ALTERNATIVES CONSIDERED
The City Council could direct staff to defer the project to a future date. As a result of this action, the roadway would remain in its present condition and likely deteriorate further until the project is completed at a future date.

FISCAL REVIEW
The engineer's estimate for this project is $550,000. This project has been included in the Capital Improvement Program budget. The project cost will be paid for using Senate Bill 1 (SB 1) gas tax funds.

LEGAL REVIEW
The City Attorney's Office has approved this report as to form.

CONCLUSION
Staff recommends that the City Council:
