BACKGROUND
On April 28, 2017, Governor Brown signed Senate Bill 1 (SB 1), also known as the Road Repair and Accountability Act of 2017. SB 1 sets aside per gallon fuel excise taxes, diesel fuel sales taxes, and vehicle registration fees with inflationary adjustments to tax rates in future years to address basic road maintenance, rehabilitation, and critical safety needs on state and local streets.

On November 1, 2017, the State Controller (Controller) began depositing these funds into the newly created Road Maintenance and Rehabilitation Account (RMRA). Each month a percentage of the RMRA funds are apportioned by formula to the City for basic roac maintenance, rehabilitation, and critical safety projects in Laguna Niguel.

ANALYSIS
Prior to receiving RMRA funding for Fiscal Year 2022-23, the City must submit a list of eligible projects along with a resolution of the adopted project list, as shown in Attachment "A", to the California Transportation Commission (CTC). This list includes the following newly proposed projects that will be partially or fully funded in Fiscal Year 2022-23:
