CITY OF LAGUNA NIGUEL

CITY COUNCIL AGENDA ITEM
198
To: Honorable Mayor and Council Members
FROM: Jacki Scott, Public Works Director/City Engineer
DATE: August 16, 2022
SUBJECT: Charter School Traffic Study

RECOMMENDATION
Staff recommends that the City Council:

1. Approve the strategic red curb locations on Adelanto Drive and Via Acaso Drive to prevent blocked driveways; and,

2. Approve removal of 25 feet of red curb on westbound Adelanto Drive between Monte Verde Drive and Via Acaso Drive to extend the loading/unloading zone.

BACKGROUND
Community Roots Academy (CRA) and Orange County Academy of Sciences and Arts (OCASA) are two charter schools that share the former Crown Valley Elementary school campus on the southeast corner of Crown Valley Parkway and Adelanto Drive Attachment "A" shows the locations of the schools. The preferred access is through the schools' driveway on Adelanto Drive for student drop-off and pick-up.

In 2019, a traffic study was initiated to address parking and circulation concerns from residents of the neighborhoods surrounding CRA and OCASA. A community workshop was held at Laguna Niguel City Hall in February 2020 to gather public input. The study was subsequently put on hold due to the pandemic and resulting change in school traffic patterns. With traffic patterns now returning to near pre-pandemic levels, the traffic study has been completed and the recommendations are presented in this report.

On June 21, 2022, the City Council approved a request made by the OCASA school principal to modify signs that prohibit parking on eastbound Adelanto Drive between Crown Valley Parkway and Via Acaso Drive as part of an annual review of school traffic controls. While the approved signs help to improve circulation on Adelanto Drive, the Charter School Traffic Study covered a larger study area and looked holistically at multiple issues such as blocked driveways, congestion on Adelanto Drive, and queueing on Crown Valley Parkway. The recommendations in the Charter School Traffic Study are the result of the collaboration and partnership between City staff, traffic engineering consultants,

Page 2 ends

and stakeholders including staff from both charter schools, nearby residents, Capistrano Unified School District, and the Orange County Sheriff's Department.

On July 27, 2022, the Traffic and Transportation Commission reviewed the findings and recommendations in the Charter School Traffic Study. The Traffic and Transportation Commission concurred with staff to implement the improvements summarized in the table below. Laguna Niguel Municipal Code Section 7-4-2020(b)(3) allows staff the authority to install traffic warning signs and pavement markings. The improvements listed in the table below are within staff's authority to implement. Illustrations of the school zone improvements are shown in Attachment "B"
Near-Term Improvements
• Allow left-turns out of the school driveway
• Install yield lines and "YIELD HERE TO PEDESTRIANS" signs at existing Adelanto crosswalk
• Implement Volunteer Valet Program
• Develop and distribute outreach and education material Provide school staff at Calle Vieja entrance to school
• Implement Neighborhood and School Liaison Program
Long-Term Improvements
• Remove gate pick-up zone
• Extend onsite drop-off/pick-up zones
• Redesign school parking lot
Improving school traffic circulation supports City Council Goal 1 (Public Safety), Goal 4 (Infrastructure and Technology), and Goal 6 (Communication and Community Outreach) of the City's adopted Strategic Plan.

ANALYSIS
The Charter School Traffic Study includes recommendations involving red curb. The following modifications to red curb are proposed to address blocked driveways, sight distance, and congestion on Adelanto Drive. Illustrations of the recommended red curb locations are shown in Attachment "C".

1. Install red curb at strategic locations to prevent blocked driveways There have been reports of parked cars blocking residents' driveways, often occurring where the curbs are 25 to 35 feet long and drivers think that two cars would fit in the space but do not actually fit. The City typically does not consider approving requests to paint red curbs at residential driveways; however, given the unique locations of these driveways to a school zone, strategically applying small amounts of red curb in these areas to reduce the curb length to 20 to 22 feet may reduce the frequency of cars parking where they do not fit. Additionally, 15 feet of red curb west of the school exit may improve sight distance for drivers turning left out of the school driveway, which would help to move cars quickly through the parking lot and likely reduce queuing on Crown Valley Parkway.

Page 3 ends

2. Remove red curb to extend loading/unloading zone on Adelanto Drive There is currently a loading/unloading zone on westbound Adelanto Drive between Monte Verde Drive and Via Acaso Drive that is used by older students who wait in this area after school. Removing 25 feet of red curb would extend this area without impacts to the current recommended sight distance and provide additional curb space for loading/unloading of students. This improvement would relieve congestion on Adelanto Drive.

Traffic and Transportation Commission Review
On July 27, 2022, the Traffic and Transportation Commission reviewed the Charter School Traffic Study discussion item (Attachment "D"). Based on the analysis presented by staff during the Traffic and Transportation Commission Meeting, the Traffic and Transportation Commission recommended that the City Council:

She Capistrato Uncid cool District to mean a elem ringing i improvements within the next four to six weeks. The Traffic and Transportation Commission requested for staff to conduct an after study following the implementation of the improvements around the charter schools. The after study will be presented to the Traffic and Transportation Commission next year.

Draft meeting minutes from the July 27, 2022 Traffic and Transportation Commission meeting are provided in Attachment "E".

ALTERNATIVES CONSIDERED
The City Council may decide not to approve one or more of the recommended actions, which would result in no changes to the parking conditions around CRA or OCASA. This alternative is not recommended because the proposed red curb improvements would prevent blocked driveways and relieve congestion on Adelanto Drive, and were recommended by the Traffic and Transportation Commission on July 27, 2022.

FISCAL REVIEW
The cost to implement the red curb recommendations is approximately $400. There are sufficient funds in the Fiscal Year 2022-23 Public Works Department budget to cover the cost of the proposed red curb improvements.

LEGAL REVIEW
No legal review is required for this report.

CONCLUSION
Staff recommends that the City Council:

1. Approve the strategic red curb locations on Adelanto Drive and Via Acaso Drive to prevent blocked driveways; and,

2. Approve removal of 25 feet of red curb on westbound Adelanto Drive between Monte Verde Drive and Via Acaso Drive to extend the loading/unloading zone.

TRAFFIC AND TRANSPORTATION COMMISSION

AGENDA ITEM
To: Traffic and Transportation Commission Members
FROM: Kathy Nguyen, Engineering Services Manager/City Traffic Engineer DATE: July 27, 2022
SUBJECT: Charter School Traffic Study

RECOMMENDATION
Staff recommends that the Traffic and Transportation Commission:

1. Concur with staff's proposed improvements;

2. Recommend that the City Council approve the strategic red curb locations on Adelanto Drive and Via Acaso Drive to prevent blocked driveways; and,

3. Recommend that the City Council approve the removal of 25 feet of red curb on westbound Adelanto Drive between Monte Verde Drive and Via Acaso Drive to extend the loading/unloading zone.

BACKGROUND
Community Roots Academy (CRA) and Orange County Academy of Sciences and Arts (OCASA) are two charter schools that share the former Crown Valley Elementary school campus on the southeast corner of Crown Valley Parkway and Adelanto Drive.

Attachment "A" shows the locations of the schools.

The study was subsequently put on hold due to the COVID-19 pandemic and resulting change in school traffic patterns. controls. While the approved signs help to improve circulation on Adelanto Drive, the Charter School Traffic Study covered a larger study area and looked holistically at multiple issues such as blocked driveways, congestion on Adelanto Drive, and queueing on Crown Valley Parkway. The recommendations in the Charter School Traffic Study are the result of the collaboration and partnership between City staff, traffic engineering consultants, and stakeholders including staff from both charter schools, nearby residents, Capistrano Unified School District, and the Orange County Sheriffs Department.

ANALYSIS
The following improvements are proposed to address the issues identified by residents.

Illustrations of the recommended improvements are shown in Attachments "B" and "C":

NEAR-TERM IMPROVEMENTS

1. Allow left-turns out of the school driveway
Currently, drivers may only make a right-turn out of the school parking lot towards Golden Lantern; however, Crown Valley Parkway seems to be the preferred route because it is signalized while Golden Lantern is stop-controlled. Many drivers make illegal U-turns on Adelanto Drive or turn around at the cul-de-sacs on Las Cruces and Via Portola to go back towards Crown Valley Parkway. Previously, left-turns were allowed out of the driveway as recently as June 2016, but this operation was changed sometime between then and February 2018. Under the Charter School Traffic Study, a queuing analysis was conducted at the driveway exit to understand the impacts of allowing drivers to turn left out of the school parking lot. Based on the queuing analysis, queues on Adelanto Drive were noted to be shorter with the allowed left-turn, with no significant impacts to the school parking lot. This improvement,
once installed, would undergo a trial period to monitor the left-turn movement's effects on circulation. Should the left-turn movement out of the school driveway fail to resolve the circulation issues in the area, the left-turn restriction would be put back in place. However, if the trial period is successful, this improvement would relieve congestion on Adelanto Drive.

Page 3 ends

4. Install yield lines and "YIELD HERE TO PEDESTRIANS" signs at existing Adelanto crosswalk
There is currently an uncontrolled crosswalk on Adelanto Drive west of Via Acaso Drive.

The addition of yield lines and "YIELD HERE TO PEDESTRIANS" signs will provide a buffer between vehicles and pedestrians by indicating to vehicles where to yield in advance of the crosswalk. This improvement would enhance pedestrian safety at the crosswalk.

5. Implement Volunteer Valet Program
The drop-off/pick-up procedures are slowed down by parents exiting their vehicles to help their students in and out of the car. The school would implement a volunteer valet program for older students, parents, or staff to aid in the student unloading so that parents would not need to leave their car. This improvement would help to move cars quickly through the parking lot and likely reduce queuing on Crown Valley Parkway.

6. Develop and distribute outreach and education materials The City would develop handouts that include recommended travel routes, existing parking restrictions, and pedestrian safety reminders that the schools would then distribute to the parents, teachers, and staff. Specifically, the parents would be reminded that they should not be queuing on Crown Valley Parkway while waiting to pick their students up. This improvement enhances the existing outreach and education program.

7. Provide school staff at Calle Vieja entrance to school Calle Vieja and Via San Sebastian are residential streets that are located on the south side of the school campus that are accessible by students from a footpath from the school.

Some students use this as an unofficial drop-off/pick-up area to avoid congestion on Adelanto Drive. Currently, parents are using Calle Vieja for drop-off and pick-up to the back entrance of the school. Residents have complained that the students are loitering, being unruly, and crossing the street unsafely. The school would provide a staff member at the Calle Vieja entrance to the school to supervise drop-off and pick-up as needed.

This improvement addresses the complaints of unwanted student behavior.

8. Implement Neighborhood and School Liaison Program
The City would facilitate a liaison program that allows the schools and the residents to

Page 4 ends

work together and provide continual updates on circulation issues within the neighborhood. This improvement enhances the communication between the residents and the schools.

LONG-TERM IMPROVEMENTS

9. Remove gate pick-up zone
During the pick-up period, some parents park in the neighborhood and walk to the front gate of the school to collect their students. This causes the circulation in the school loop to stop when students cross the parking lot to reach the gate. Additionally, vehicles are stopped by a staff member at the parking lot exit to allow parents and students to cross the school driveway. Removing this pick-up option would reduce pedestrian activity around the school, which includes midblock crossings, allowing for better flow on Adelanto Drive. Parents and students should use the recommended pedestrian routes.

This improvement would help to move cars quickly through the parking lot and likely

10. Extend onsite drop-off/pick-up zone
Currently the drop-off/pick-up activities do not utilize the full length of the curb in front of the school. Extending this zone 80 feet past the edge of the main lawn would provide additional curb space for loading/unloading of students. In order to prevent car doors from opening into the sidewalk, edge line striping can be installed to place cars further out from the curb. This improvement would help to move cars quickly through the parking lot and likely reduce queuing on Crown Valley Parkway.

11. Redesign school parking lot
In the future, the school may consider redesigning the parking lot to address the circulation issues and reduce the impact on Crown Valley Parkway. A redesign could change the current circulation of the parking lot and increase capacity of vehicle storage and/or loading. Multiple conceptual plans are provided in Attachment "D" for the schools future planning and consideration. This improvement would help to move cars quickly through the parking lot and likely reduce queuing on Crown Valley Parkway.

ALTERNATIVES CONSIDERED
The Traffic and Transportation Commission may decide not to recommend one or more of the recommended actions to the City Council, which would result in no changes to the existing traffic patterns around CRA and OCASA.

FISCAL REVIEW
The cost to implement the recommended near-term improvements is approximately $6,000. There are sufficient funds in the Fiscal Year 2022-23 Public Works Department budget to cover the cost of the proposed near-term improvements.
