RECOMMENDATION

BACKGROUND
The Parks and Recreation Department has requested to temporarily close a portion of Crown Valley Parkway and surrounding streets for the 2022 Holiday Parade, which will take place on Saturday, December 10, 2022.
Adoption of Resolution No. 2022-1409 supports City Council Goal 1 (Public Safety) and Goal 6 (Communication and Community Outreach) of the City's adopted Strategic Plan.
ANALYSIS
To provide for the safety of the crews and volunteers during set-up and clean-up of the 2022 Holiday Parade, the street closure will start at 5:00 AM and end at 2:00 PM on Saturday, December 10, 2022. La Paz Road will be closed for shuttle drop-off and pick- up. The residential cross streets will be closed for accessible parking and accessible viewing areas. The temporary closure includes the following street segments:
• Crown Valley Parkway from Niguel Road to Moulton Parkway/Golden Lantern • Nueva Vista Drive from Crown Royale to Aloma Avenue
Adelanto Drive from Crown Valley Parkway to Monte Verde Drive • La Paz Road from Kings Road to Crown Valley Parkway
• La Plata Drive from Crown Creek to Grace Church driveway (driveway to remain open)
• Central Park Drive from Crown Valley Parkway to Rue De Cezanne
A vicinity map of the proposed street closure is provided in Attachment "A".
Traffic control plans for the street closure were professionally prepared by a licensed engineer and reviewed and approved by the City. The Orange County Sheriff's Department will be assisting the Public Works Department with the implementation and monitoring of the street closure. The Parks and Recreation Department will notify area residents and businesses of the event and temporary street closure.
Staff recommends that the City Council adopt Resolution No. 2022-1409 to approve the temporary closure of portions of Crown Valley Parkway, Nueva Vista Drive, Adelanto Drive, La Paz Road, La Plata Drive, and Central Park Drive from 5:00 AM to 2:00 PM on Saturday, December 10, 2022 (Attachment "B").
ALTERNATIVES CONSIDERED
The City Council may decide not to adopt Resolution No. 2022-1409. This alternative is not recommended because the street closure is necessary for the safety and protection of the crews, volunteers, and spectators of the 2022 Holiday Parade.
FISCAL REVIEW
There is no fiscal impact as a result of this action.
LEGAL REVIEW
The City Attorney's Office has reviewed Resolution No. 2022-1409 and this staff report and has approved both documents as to form.
CONCLUSION
Staff recommends that the City Council adopt Resolution No. 2022-1409, approving a temporary closure of portions of Crown Valley Parkway, Nueva Vista Drive, Adelanto Drive, La Paz Road, La Plata Drive, and Central Park Drive for the 2022 Holiday Parade.

RESOLUTION NO. 2022-1409
RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LAGUNA NIGUEL, CALIFORNIA,
APPROVING A TEMPORARY CLOSURE OF PORTIONS OF CROWN VALLEY
PARKWAY, NUEVA VISTA DRIVE, ADELANTO DRIVE, LA PAZ ROAD, LA PLATA DRIVE, AND CENTRAL PARK DRIVE FOR THE 2022 HOLIDAY PARADE WHEREAS, Vehicle Code Section 21101(e) authorizes cities to temporarily close portions of streets for local special events when, in the opinion of the City Council, the closing is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing; and
WHEREAS, the City will be holding its 2022 Holiday Parade on December 10, 2022, with set up for the Parade beginning at 5:00 AM on December 10, 2022, and tear down ending at 2:00 PM on the same day, December 10, 2022; and WHEREAS, the 2022 Holiday Parade is a City-sponsored local special event held on public streets within the City where the community and others are invited to participate as volunteers or spectators; and
WHEREAS, the Parks and Recreation Department have requested a temporary street closure to accommodate the 2022 Holiday Parade.
NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Laguna Niguel hereby resolves as follows:
1. That based on the facts set forth above and all available information, the City Council hereby finds that the temporary closure of portions of Crown Valley Parkway, Nueva Vista Drive, Adelanto Drive, La Paz Road, La Plata Drive, and Central Park Drive to vehicular traffic during the 2022 Holiday Parade is necessary for the safety and protection of persons who are to use the streets during the Parade.
2. That the following street segments be closed to vehicular traffic from 5:00 AM to 2:00 PM on Saturday, December 10, 2022
• Crown Valley Parkway from Niguel Road to Moulton Parkway/Golden Lantern Nueva Vista Drive from Crown Royale to Aloma Avenue
• Adelanto Drive from Crown Valley Parkway to Monte Verde Drive • La Paz Road from Kings Road to Crown Valley Parkway
• La Plata Drive from Crown Creek to Grace Church driveway (driveway to remain open)
• Central Park Drive from Crown Valley Parkway to Rue De Cezanne
3. That before said closure shall occur, the Public Works Department, with assistance from the Orange County • Sheriffs Department and Parks and Resolution No. 2022-1406 Page 2
Recreation Department, shall provide all signing, barricades, and traffic control necessary for the closure acceptable to the City.
4. The Parks and Recreation Department shall notity area residents and businesses ot the event and temporary street closure.
5. This resolution is exempt from the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines Section 15301(C), existing tacilities. Crown Valley Parkway, Nueva Vista Drive, Adelanto Drive, La Paz Road, La Plata Drive, and Central Park Drive are existing streets and the proposed temporary closure of those streets during the 2022 Holiday Parade constitutes a minor change in their operation. The temporary street closure will only affect a portion of Crown Valley Parkway, Nueva Vista Drive, Adelanto Drive, La Paz Road, La Plata Drive, and Central Park Drive on a single day. Residents and businesses near the affected portions of the streets will continue to have access to their homes and businesses at all times.
