ANALYSIS
The attached Resolution No. 2022-1414 must be adopted by the City Council to officially declare the results of the election (Attachment A). A Certificate of Registrar of Voters to Result of the Canvass of the General Election Returns was provided by the OCROV showing a 64.8% voter turnout. The results of the official canvass are included as Exhibit A to Resolution No. 2022-1414.
The names of the persons voted for at the election for the office of Member of the City Council for the two seats, with each seat having a full term of four years, in the order of the two candidates receiving the highest votes cast according to the certified election results from the OCROV are as follows:
• Stephanie Oddo
• Ray Gennawey
The ballots were counted, and the results were canvassed and certified by the OCROV.
ALTERNATIVES CONSIDERED
None. The adoption of the proposed resolution is consistent with the requirements outlined in the California Elections Code regarding the certification of the election results and official canvass.
FISCAL REVIEW
The City will reimburse the County of Orange for costs related to the City's General Municipal Election. Based on the cost of the estimate from the OCROV, the cost for the election for two members of the City Council, each for a full term of four years, is estimated to be between $88,598 - $108,370. Sufficient funds have been budgeted in the Fiscal Year 2022-2023 operating budget to pay for this expense.
LEGAL REVIEW
The City Attorney's Office has approved the resolution as to form.
CONCLUSION
Staff recommends that the City Council adopt Resolution No. 2022-1414, declaring the results of the General Municipal Election held on November 8, 2022.
