WELCOME TO THE REGULAR MEETING OF THE CITY COUNCIL.
* Due to constructi on at City Hall, City Council meetings have temporarily re-located to the Crown Valley Community Center Ballroom, located at 29751 Crown Valley Parkway, Laguna Niguel, CA. 92677.
Regular City Council meet ings are held on the first and third Tuesday of every month at 7:00 p.m. (6:00 p.m. or prior to the Regular Ci ty Council meeting for Closed Session) . Regular meetings are open for the public to attend the meeting; however, in-person seating is limited.
Regular City Counci l meetings are aired live on Cox Cable Channel 853, AT&T U-Verse Channel 99 and on the City ’s YouTube Channel at www.youtube.com/cityoflagunaniguel.
Rebroadcasted meetings are available for viewing o n: Cox Cable/AT&T U-Verse channels at 6:00 p.m. daily follo wing each meeting; the City ’s Website at www.cityoflagunaniguel.org; and on the City’s YouTube Channel.
Any person wishing to address the Ci ty Council is respectfully asked to complete and present a gold-colored, “Request to Speak” form to the City Clerk at the meeting. Forms are available on the counter located inside the Ballroom. The time limit will be established by the Mayor. To allow equal time f or speakers, minutes may not be given to another speaker. If you are unable to attend the meeting, you may have another person read your written statement. The City Council may establish a time limit on all public comments of not less than one half hour.
Any documents pertaining to items on the agend a that are provided to the City Council prior to 4:00 p.m. on the day of the City Council meeting will be available for public review at the table that is located inside the Ballroom.

Recommendation
Staff recommends that the City Council:
1. Adopt Resolut ion No. 2022-1415 (Attachment A ), Adopting the Measure M2 Expenditure Report for Fiscal Year 2021-2022; and
2. Authorize the City’s Finance Director to sign an d file the report with the Orange County Transportation Authority.
5. Appointment of City Council Liaisons to Regional Agency Boards and C ity Commissions, Committees, and Boards
Recommendation
Staff recommends that the City Council:
1. Appoint Council Representatives to Regional Agency Board a s identified in Attachment A; and,
2. Appoint Council L iaisons to the City Commission s, Committees, and Boards as identified in Attachment B.
6. Approval of Purchase and Installation Agreement with Shaw Sports Turf California, Inc. for the Synthetic Sports Turf Surface Replacement at Chapparosa Park
Recommendation
Staff recommends that the City Council:
1. Approve the Purchase and Installation Agre ement with Shaw Sports Turf California, Inc. for the Synthetic Sports Turf Surface Replacement at Chapparosa Park in the amount of $536,464;
2. Authorize the Public Works Dir ector/City Engineer to process change orders in an amount not to exceed 20% of the total contract for $107,293, for a total not-to-exceed amount of $643,757, if needed;
3. Authorize the City Manager to execute the Purchase and Installation Agreement for the Synthetic Sports Turf Sur face Replacement at Chapparosa Park, with Shaw Sports Turf California Inc., subject to the
City Council Regular Meeting Agenda Page 4 of 5 December 20, 2022
City Attorney making non-substantive changes; and,
4. Authorize the Public Works Director/City Engineer to execute the Notice of Completion at the conclusion of construction.

Recommendation
Staff recommends that the City Council provide direction on the start time of Regular Meetings of the City Council.
