CITY OF LAGUNA NIGUEL

CITY COUNCIL AGENDA ITEM
To: Honorable Mayor and Council Members
FROM: Tamara S. Letourneau, City Manager
DATE: December 20, 2022
SUBJECT: Appointment of City Council Liaisons to Regional Agency Boards and City Commissions, Committees, and Boards

RECOMMENDATION
Staff recommends that the City Council:

1. Appoint Council Representatives to the Regional Agency Boards as identified in Attachment A; and,

2. Appoint Council Liaisons to City Commissions, Committees, and Boards as identified in Attachment B.

BACKGROUND
Following the City Council's annual reorganization, it is customary for the City Council to consider the Mayor's recommendations regarding appointments to applicable Regional Agency Boards (Attachment A) and Council Liaisons to City Commissions, Committees, and Boards (Attachment B). City Council Policy provides the Mayor with the responsibility to make Council Member assignment nominations and requires approval by the majority of the City Council.

ANALYSIS
The following are the Regional Agencies, City Commissions, and Committees that require appointed City representatives:

Regional Agencies
California Joint Powers Insurance Authority (CJPIA)
Capistrano Unified School District (CUSD)
Orange County Fire Authority (OCFA)
Orange County Mosquito and Vector Control District (OCMVCD) Orange County Public Library Advisory Board (OCPLAB)
San Joaquin Hills Transportation Corridor Agency (SJHTCA) South Orange County Watershed Management Area Executive Committee (SOCWMA) City Commissions and Committees
Investment, Banking, and Audit Committee
Military Support Committee
Parks and Recreation Commission
Senior Citizens Committee
Traffic and Transportation Commission
Youth Committee
City/CDBG Grants Sub Committee (Ad Hoc)
Historic Preservation Ad Hoc Committee*
Sea Country Festival Ad Hoc Committee*
The Mayor has proposed the formation of two new Ad Hoc Committees as part of the annual appointment process: Sea Country Festival Ad Hoc Committee; and, Historical Preservation Ad Hoc Committee. Each of the proposed Ad Hoc Committee's would meet on an as-needed basis and include two Council Representatives.

Additionally, please note that the Planning Commission is not included on the list because the City Council is designated as the appeal board for actions taken by the Planning Commission. Having a City Council member serve on the Planning Commission would therefore be a conflict.

FISCAL REVIEW
There is no fiscal impact as a result of this report.

LEGAL REVIEW
No legal review is required for this report.

CONCLUSION
Staff recommends that the City Council:

1. Appoint Council Representatives to the Regional Agency Boards as identified in Attachment A; and,

2. Appoint Council Liaisons to City Commissions, Committees, and Boards as identified in Attachment B.
