CITY COUNCIL AGENDA ITEM
To: Honorable Mayor and Council Members
FROM: Tamara S. Letourneau, City Manager
DATE: March 7, 2023
SUBJECT: Investment Report as of January 31, 2023
RECOMMENDATION
Staff recommends that the City Council receive and file the City of Laguna Niguel Investment Report as of January 31, 2023.
BACKGROUND
The City Investment Policy requires the City Manager to submit an Investment Report monthly to the City Council that contains a summary of investment transactions, including investment types, percent of portfolio, yield, purchase date, maturity date, issuer or institution, par and dollar amount invested, market value, source of market valuation, the portfolio's average weighted yield and maturity, and a description of any local agency funds or investments under the management of contracted parties.
Submission of, and the City Council's action of receiving and filing this Report, addresses the City Council's goal of fiscal sustainability.
ANALYSIS
The following table compares the portfolio balance as of January 2023 to January 2022.
Portfolio Balance January 2023 January 2022 Difference
Balance $67,256,366.13 $59,113,228.03 $8,143,138.10
• From December 2022 to January 2023, the City's total cash and investments had a net increase of $4,416,359.43, going from $62,840,006.70 to $67,256,366.13. The primary reason for this increase is that receipts were higher than disbursements for this month, which include the first installment of property tax in lieu of vehicle license fees totaling $3,668,172.50 and the fourth installment of secured property tax payments totaling $599,923.70. • The percentage of pooled investments increased from 46.92% to 47.01%.
Pooled investments include the Local Agency Investment Fund (LAIF) and the Orange County Investment Pool (OCIP).
• The average weighted maturity of City investments, including investment pools, decreased from 506 days to 474 days. The average weighted maturity of City investments, including investment pools, is calculated as follows: Sum of days left until maturity of each individual investment multiplied by the cost of each individual investment divided by the total portfolio at cost, excluding cash in bank.
• The net yield of LAIF increased from 2.173% to 2.425%. The net yield of OCIP increased from 2.766% to 2.887%.
• The average weighted yield of City investments, including investment pools, increased from 2.065% to 2.195%. The City's average weighted yield of City investments, including investment pools, is calculated by taking the total investment earnings divided by the total portfolio at cost, excluding cash in wires bre the poli bank. A comparison of the City's average weighted yield to short-term and long- term benchmarks is presented below.
