CITY OF LAGUNA NIGUEL

CITY COUNCIL AGENDA ITEM
To: Honorable Mayor and Council Members
FROM: Jacki Scott, Public Works Director/City Engineer
DATE: March 21, 2023
SUBJECT: Approval of Plans and Specifications for the Marina Hills Drive (Niguel Road to Golden Lantern) Resurfacing Project, Cash Contract No. 22-14, and Authorization to Advertise the Project for Bids

RECOMMENDATION
Staff recommends that the City Council:

1. Approve the Plans and Specifications for the Marina Hills Drive (Niguel Road to Golden Lantern) Resurfacing Project, Cash Contract No. 22-14; and

2. Authorize staff to advertise the project for bids.

BACKGROUND
In order to maintain City streets in good condition, the City Council adopted the Pavement Management Program, a work plan that identifies deficiencies and recommends projects to improve the Pavement Condition Index (PCI) of City streets, on June 1, 2021. The Pavement Management Program includes annual residential overlay, annual arterial overlay, and biennial residential slurry seal. The goal of the program is to improve the citywide PCI year over year, ultimately bringing the citywide PCI up to 80 or greater.

Investing in the City's street system saves money because it costs less to maintain streets in good condition than to repair those that have failed, satisfies Maintenance of Effort reporting requirements, and meets the needs of the community.

As part of the Pavement Management Program, the City has committed to completing asphalt overlay construction on arterial streets every 10 to 20 years depending on conditions or whenever necessary. The Marina Hills Drive (Niguel Road to Golden Lantern) Resurfacing Project was included for construction as part of the Fiscal Year 2022-23 Capital Improvement Program (CIP). This project will rehabilitate the entire length of Marina Hills Drive, from Niguel Road to Golden Lantern (approximately 1.2 miles). The average existing Pavement Condition Index (PCI) for this street is 51, which is considered a "Poor" condition. The Cash Contract number referenced above is an internal tracking mechanism used by staff for CIP projects. A vicinity map is provided as

Attachment "A". The plans, specifications, and engineer's estimate for this project were completed by David Evans and Associates, Inc., a firm on the City's On-Call Professional Engineering Services List. This project supports City Council Goal 4 (Infrastructure and Technology) of the City's adopted Strategic Plan.

ANALYSIS
The project improvements consist of pavement grinding and removal, asphalt overlay, associated concrete improvements including curb and gutter, sidewalks and access ramps, adjustment of surface utilities to final pavement grade, roadway marking, striping, and signing. Improvements also include the installation of traffic signal video detection systems at two intersections, Niguel Road to Marina Hills Drive and Golden Lantern to Marina Hills Drive. A copy of the Plans and Specifications is available at the City Clerk's Office for examination and review.

Traffic control on this project will be similar to the traffic control on the Niguel Road (Alta Terra to Highlands Avenue) Pavement Rehabilitation Project, for which the City required approved traffic control plans that were professionally prepared by a licensed engineer.

Lane closure hours will be limited between the hours of 9 AM to 3 PM, with limited exceptions allowed.

Construction is anticipated to start in August 2023 and is scheduled to be completed in November 2023. The City has been approved to receive $200,000 in Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA) federal funds for construction costs. Staff is actively working with Caltrans on the required documentation and authorization prior to advertising the project for bids and starting construction.

This project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines - California Code of Regulations, Chapter 3 (Guidelines for Implementation of CEQA), Article 19 (Categorical Exemptions), Section 15301 (Existing Facilities), Subsection (c).

ALTERNATIVES CONSIDERED
The City Council could direct staff to defer the project to a future date. As a result of this action, the roadway would remain in its present condition and likely deteriorate further until the project is completed at a future date.

FISCAL REVIEW
Funds have been included in the Fiscal Year 2022-23 Capital Improvement Program (CIP) for this project.

LEGAL REVIEW
No legal review is required for this report.
