CITY OF LAGUNA NIGUEL
CITY COUNCIL AGENDA ITEM
To: Honorable Mayor and Council Members
FROM: Justin J. Martin, Deputy City Manager
DATE: March 21, 2023
SUBJECT: Appointment of City Council Liaisons to Regional Agency Boards and City Commissions, Committees, and Boards
RECOMMENDATION
Staff recommends that the City Council:
1. Appoint Council Representatives to the Regional Agency Boards as identified in Attachment A; and,
2. Appoint Council Liaisons to City Commissions, Committees, and Boards as identified in Attachment B.
3. Adopt 2023-1421, Designating and Appointing the City Representative to the Orange County Fire Authority's Board of Directors.
BACKGROUND
The City has vacancies on the following regional boards and City Ad Hoc Committees. • Orange County Fire Authority (OCFA)
• Capistrano Unified School District (CUSD)
• Alternate City Representative to CJPIA
• City/CDBG Grants Sub Committee
• Historical Preservation Ad Hoc Committee
• Sea Country Festival Ad Hoc Committee
Following the City Council's reorganization, it is customary for the City Council to consider the Mayor's recommendations regarding appointments to applicable Regional Agency Boards and City Commissions, Committees, and Boards. The City Council Policy provides the Mayor with the responsibility to make Council Member assignment nominations and requires approval by the majority of the City Council.
Mayor Jennings is recommending appointments to applicable Regional Boards (Attachment A) and City Commissions, Committees, and Boards (Attachment B).
ANALYSIS
The following are the Regional Agencies, City Commissions, and Committees that require appointed City representatives:
Regional Agencies
California Joint Powers Insurance Authority (CJPIA)
Capistrano Unified School District (CUSD)
Orange County Fire Authority (OCFA)
Orange County Mosquito and Vector Control District (OCMVCD) Orange County Public Library Advisory Board (OCPLAB)
San Joaquin Hills Transportation Corridor Agency (SJHTCA) South Orange County Watershed Management Area Executive Committee (SOCWMA) The Joint Power's Authority Agreement with the Orange Country Fire Authority requires that if the appointed Representative changes, the appointment must be made formally by resolution (Attachment C).
City Commissions and Committees
Investment, Banking, and Audit Committee
Military Support Committee
Parks and Recreation Commission
Senior Citizens Committee
Traffic and Transportation Commission
Youth Committee
City/CDBG Grants Sub Committee (Ad Hoc)
Historic Preservation Ad Hoc Committee
Sea Country Festival Ad Hoc Committee
In December 2022, the City Council approved the formation of two new Ad Hoc Committees: Sea Country Festival Ad Hoc Committee and Historical Preservation Ad Hoc Committee. The Mayor has proposed the dissolution of the Sea Country Festival Ad Hoc Committee and the Historical Preservation Ad Hoc Committee.
Additionally, please note that the Planning Commission is not included on the list because the City Council is designated as the appeal board for actions taken by the Planning Commission. Having a City Council member serve on the Planning Commission would therefore be a conflict.
