SUBJECT: Crown Valley Park Parking Study
RECOMMENDATION
Staff recommends that the City Council receive the presentation on the Crown Valley Park Parking Study and file this report.
BACKGROUND
Crown Valley Park (CVP) is one of the oldest and largest's parks within the City of Laguna Niguel. Since the initial ground breaking in the 1970s, CVP has been a recreational hub for the community. CVP has seen numerous improvements and additions over the years from the pool construction in the early 1980s to the more recent improvements including the Amphitheater, playgrounds, Sprayground and state-of-the-art Community Center building.
Currently, CVP is home to the Crown Valley Community Center, Laguna Niguel Aquatic Center, the Niguel Botantical Preserve, YMCA, Amphitheater, Sprayground, playgrounds, sports fields, wetland and trails. With the opening of the Community Center building in the fall of 2020, the City has increased the programming and activities provided to the community. As part of its commitment to residents and their experience while visiting CVP, the City initiated a study of the parking needs in March 2022.
ANALYSIS
The City retained IBI Group to conduct the parking study and summarize its findings and recommendations in a comprehensive Parking Management Plan (Attachment "A"). The purpose and intent of the parking study was to determine the actual parking demand and circulation patterns at CVP, leading to recommendations that optimize usage of parking resources.
The parking study collected and analyzed current parking supply and occupancy trends for several high-use days throughout the summer months of 2022. The parking count days were strategically selected to capture the most popular, well-attended activities and events, when parking demand at CVP was at its highest. The City also solicited park visitor parking experience information via an online and in-person survey of opinion.
The key findings from the quantitative parking study are as follows:
1. Overall parking occupancy at CVP never exceeded 82% of parking supply, even on special event days.
2. Excluding event days, CVP parking occupancy never exceeded 55% of parking supply.
3. During special events, parking occupancy at the satellite spillover parking lots at City Hall and the Laguna Niguel Library never exceeded 38% of parking supply.
4. Weekends experience higher peak parking demand than weekdays. Weekends consistently have highest parking demand between 9:00am and 2:00pm.
5. The majority of survey respondents indicated they "Never" or "Rarely" experience trouble parking at Crown Valley Park.
6. A portion of the survey respondents indicated a desire for additional EV charging stations and additional bike racks.
Based upon the analysis of the parking supply and occupancy information, and survey responses, IBI Group presented the City with eight (8) parking management strategies.
Taking into account the analysis of the parking demand at CVP, the availability of funds and technology, the parking management strategies were then categorized for immediate implemention, scheduled for implementation or to be considered for future implementation as summarized below.
No. Parking Management Strategy
Already Implemented
1 Add more on-site bike parking.
2 Designate the Circle Drive as a loading and unloading zone. 3 Permit valet parking for private events at the Community Center building.
Scheduled for Implementation
4 Educate and/or Expand the Special Events Shuttle.
5 Create Special Event Parking Management Plan.
For Future Consideration
Implement a 15-minute time limit restriction on parking within the Lobby Lot, if 6 warranted
7 Add Parking Capacity, if determined feasible and necessary. 8 Install and implement technology to show Dynamic Parking Availability, when available.
As shown in the table above, the City has already implemented parking management strategies 1 through 3. The • education aspect of parking management strategy 4 is scheduled to be implemented in time for this summer's events and staff will monitor the special event shuttle ridership to determine if expansion of the shuttle service will be warranted in the future. Staff anticipates to begin work on parking management strategy 5 in the next couple of fiscal years.
The consultant recommends implementation of a 15-minute time limit restriction in the Lobby Lot, the addition of parking resources and the installation of technology to provide dynamic parking availability information only if needed in the future. At this point, the parking occupancy at the satellite spillover lots is only at 38% on the busiest day of the summer. The consultant recommends these other strategies only be considered if the parking occupancy at both the CVP and satellite spillover lots consistently exceeds 85% in the future.
Overall, the parking study indicated that residents and park visitors alike are pleased with the events and activities at CVP and rarely experience issues with locating a convenient parking space.
FISCAL REVIEW
There are sufficient funds in the operating budget to cover the cost of the parking management strategies that are scheduled for implementation.
LEGAL REVIEW
No legal review is required for this report.
CONCLUSION
Staff recommends that the City Council receive the presentation on the Crown Valley Park Parking Study and file this report.

1 Introduction
As a center for the City of Laguna Niguel's recreational programs, Crown Valley Park (CVP) is the setting for a wide variety of activities and special events. CVP is located at 29751 Crown Valley Parkway and attracts over 240,000 visitors annually. CVP is home to the Laguna Niguel Community Center, Laguna Niguel Aquatics Center, the Niguel Botanical Preserve, YMCA, amphitheater, playgrounds, sports fields, the Sprayground, and more.
The City of Laguna Niguel (City), as evidenced by their on-going commitment to a positive experience for all park visitors, retained IBI Group (IBI) to conduct a parking study and summarize its findings and recommendations in a comprehensive Parking Management Plan (PMP).
The parking study involved two main tasks: A robust quantitative parking demand analysis to determine existing usage during typical and special event operations; and a qualitative pedestrian and vehicle circulation analysis to document the traffic patterns of vehicles and pedestrians entering, exiting, and moving throughout the CVP.
1.1 Study Purpose
The purpose and intent of the parking study was to determine actual parking demand and circulation patterns at CVP, leading to recommendations that optimize usage of parking resources.
The purpose and intent of this Parking Management Plan (PMP) is to present viable parking management strategies for Crown Valley Park based upon the qualitative and quantitative data gathered during the study with the goal of improving parking and circulation throughout the CVP.
The parking study serves to aid the City in making informed decisions on which parking management strategies to implement.
The details of the parking study methodology, findings and parking management strategies are presented in the subsequent pages.

2 Existing Conditions
Identifying existing conditions sets the framework for successful data collection, parking analysis, and recommendations. This section describes the park location, park uses, and the location of available parking areas/lots within CVP.
2.1 Location
CVP is centrally located in the City of Laguna Niguel off Crown Valley Parkway, north of Niguel Road and south of Central Park Drive. CVP is adjacent to single-family residential neighborhoods to the east and west, small commercial centers to the south, and the Laguna Niguel Regional Park to the north (which includes the Laguna Niguel Lake and the South Orange County Wastewater Authority's Regional Treatment Plant). Salt Creek and the Salt Creek Trail run throughout CVP from the north to south. The Salt Creek Trail is the longest and most widely used trail in the City, connecting the Laguna Niguel Regional Park to the beach.
By vehicle, CVP is accessible via a single entrance off Crown Valley Parkway at Community Park Road (main entrance). This intersection provides full access, with dedicated left-turn lanes into and out of CVP. A secondary right-turn in/out driveway is provided between the main entrance and Niguel Road, which provides access to a parking area serving CVP. A service driveway (inaccessible by the public) is provided off westbound Crown Valley Parkway, just south of Central Park Road The main entrance drive aisle runs throughout the site, directly connecting vehicles to nearly all of the park's amenities and parking areas.
CVP is also accessible by transit, bike, and foot. There are three Orange County Transit Authority (OCTA) bus stops adjacent to Crown Valley Park, all served by OCTA's Route 85 Mission Viejo to Laguna Niguel (via Marguerite Parkway and Crown Valley Parkway). This route operates from 5:36am to 10:04pm with about 1-hour frequencies, on weekdays only.
Striped Class II Bike Lanes are provided on the roadways connecting to CVP, including Crown Valley Parkway, La Paz Road, Niguel Road, and Alicia Parkway. CVP is also accessible by bicycle via the Salt Creek Trail from the north. Currently, there are five (5) wave-style bicycle racks on site, four (4) of which are in the front of the Community Center and a single bicycle rack located adjacent to the playground.
Well-maintained, wide sidewalks are prevalent along all major roadways leading to CVP. Marked crosswalks are provided at the main entrance and at the nearest upstream and downstream intersections. Like bicyclists, pedestrians may also access CVP via the Salt Creek Trail from the Laguna Niguel Regional Park.
The location of each regular parking area/lot is shown in Figure 1 and the spillover parking lots are shown in Figure 11. To visually distinguish the parking areas/lots in the figures, each area/lot has been designated a unique color.

3 Data Collection Methodology
The methodology detailed in this section was employed for the collection of CVP parking count data, circulation data, and visitor survey data. Parking and circulation data was collected for all lots and parking areas listed in Table 1 and on special event days data it was also collected for the spillover parking lots listed in Table 2.
In total, seven (7) count days were chosen to capture the most accurate depiction of parking and circulation conditions possible at CVP during the summer months, when park use is at its peak.
Collection dates and time periods aligned with both typical summer programming and special events occurring at CVP.
To provide a comprehensive evaluation of existing parking and circulation conditions at CVP, three (3) categories of data were collected: pedestrian and vehicular circulation data, parking inventory and occupancy data, and visitor parking survey data.
3.1 Pedestrian & Vehicular Circulation Data Collection
Pedestrian and vehicular circulation observations at CVP were conducted by IBI staff for a duration ranging between two (2) and five (5) hours, depending upon the events occurring on the observation date (Observation Day). The observation days coincided with the parking count days, for the purpose of tying quantitative data with qualitative observations. The focus was to observe the interaction between cars and people and how that relationship might affect parking or circulation on-site.
In addition to the observations related to on-site pedestrian and vehicular flow patterns, IBI staff kept a photographic log of reoccurring observations as well as administered in-person surveys.
There was a total of six (6) observation days, as summarized in Table 3 below.

3.2 Parking Occupancy Data Collection
The parking occupancy data collection consisted of parking count data, average daily traffic (ADT) data, and turning movement count (TMC) data. Of the seven (7) strategically selected collection days, five (5) were chosen to capture a typical summer day and two (2) were chosen to capture special events. Within the five (5) typical summer days' collection periods, two (2) were weekend days, and three (3) were weekdays.
For each of the parking count days listed in Table 4 below, parking supply and occupancy levels were counted on 30-minute intervals, between 9:00am and 9:00pm (with the exception of July 4"'). The parking supply and occupancy counts were then categorized by parking lot as described in Section 2.2. The parking counts for the spillover parking areas were recorded on the two special event days of June 24"h and July 4"h between 3:00pm and 9:00pm, when parking demand was expected to be highest.

To complement parking count data, ADT and TMC equipment were strategically placed near the main entrance of CVP to track vehicles entering and exiting CVP. This equipment was installed on each parking count day for a 24-hour period, ensuring all vehicles entering and exiting over the course of the day were captured. The purpose of collecting ADT and TMC data was to evidence how many vehicles were within the CVP at any given time during the count days.
3.3 Parking Survey Data Collection
A five-question parking survey was conducted online and in-person to gain insight from residents and park visitors related to their parking experience at CVP. The purpose of the survey was to collect additional qualitative data and obtain visitor feedback.
The online survey was conducted over a period of 13 weeks, beginning Monday, June 6, 2022, and closing on Monday, September 5, 2022. The survey was advertised using signs posted throughout the park (see Figure 14 below) as well as on the City's website. A total of 446 survey responses were collected.

4 Pedestrian & Vehicular Circulation Trends
Pedestrian and vehicular circulation was observed in-person at Crown Valley Park on the majority of the days parking count data was being collected. The circulation observations were then analyzed together to determine trends, if any. To qualify as a trend, specific observations would need to occur over the course of two or more of the observation days. IBI used the trends presented in this section as additional data points in its development of specific parking management strategies to recommend to the City to improve CVP parking and circulation.
The map provided in Figure 16 below notes the location of observed circulation trends using letters, A through G. Circulation trends D and E do not have a corresponding location on the map as they are general in nature and apply to the entirety of CVP.

4.1 Circulation Observation Trends
The following are the circulation trends observed at Crown Valley Park:
A. Several parking spaces in the Side Lot, Lobby Lot, and Front Lot were occupied by temporary or removable items or objects, including trash receptacles, vendor materials, cones, and event equipment, reducing parking capacity on certain days.
B. During special events, bike racks were fully utilized, and additional bicycles were left against the tree planter just north of the amphitheater.
C. The Circle Drive is being used by park visitors for pick-up/drop-off of people and/or items, and short-term parking.
D. Pedestrians take the shortest route to their intended park destination, whether it be in the drive aisle, in-between cars, on the sidewalks, or within the crosswalks.
E. Drivers seek parking spaces in the lot closest to their intended park destination and bypass available parking spaces located further away.
F. When the Side Lot is at capacity, visitors will stop in the drive aisle, at the point nearest the Community Center building, to load and unload their vehicle.
G. Only one egress point is provided at the conclusion of special events, such as a summer concert.

5.1 Saturday, June 11
The highest park visitation hours on June 11*h were between 10:00am and 2:00pm. At 10:00am, parking demand peaked at 47% of the total parking supply (250 spaces occupied of the total 527 available spaces). Parking demand rose in the mid-morning and early afternoon hours due to a Dive Meet occurring at this time. Parking utilization was highest in the Side Lot, Front Lot, and Back Lot, which can be attributed to the event at the Aquatic Center. Soccer games later in the day contributed to higher utilization of the Front Lot after 5:00pm. Figure A1 in Appendix A provides a graphical depiction of the parking utilization throughout this parking count day.
5.2 Tuesday, June 21
The highest park visitation hours on June 215t were between 6:00pm and 7:00pm. At 6:00pm, parking demand peaked at 38% of the total parking supply (198 spaces occupied of the total 527 spaces). Parking demand was relatively constant throughout the day due to ongoing typical summer activities such as day camps and swim lessons, with a spike in demand in the evening due to soccer games. Parking utilization was highest in the Interim Lot and Street Parking, given the proximity to the lower soccer fields where the games were being played. Figure A2 in Appendix A provides a graphical depiction of the parking utilization throughout this parking count day.
5.3 Friday, June 24
The highest park visitation hours on June 24*h were between 6:00pm and 8:00pm. At 7:00pm, parking demand peaked at 76% of parking supply (403 spaces occupied of the total 527 spaces).
Parking demand was relatively constant throughout the day but spiked in the evening beginning at 5:00pm due to the summer concert event at the Amphitheater. Parking utilization was high in all parking areas/lots at CVP. Once the concert ended at approximately 8:00pm, parking demand significantly decreased
Additionally, the City's shuttle service was in operation during this count date and parking utilization data for the spillover parking lots at City Hall and the Library was collected. The peak parking demand at the City Hall and Library lots occurred at approximately 3:30pm (87 spaces occupied of the total 226 spaces) and was comprised of City Hall and Library staff and visitors.
After 5:00pm, the use of these spillover parking lots was exclusively by concert attendees intending to take the shuttle to CVP. Spillover parking demand for the concert peaked at 7:00pm at 23% of parking supply (53 spaces occupied of the total 226 spaces).
Figures A3 and A4 in Appendix A provides graphical depictions of the parking utilization throughout this parking count day.

5.16 Vehicle Entry/Exit Data
Vehicle entry data was recorded via ADT counters and TMC cameras. This equipment recorded the number of vehicles entering or exiting the park ("Vehicles in the Park") at 15-minute intervals. The number of vehicles in CVP at any given time was determined by comparing the number of entry vehicles to the exit vehicles throughout the day. When combined with the parking occupancy count data, the ADT and TMC data can be utilized to determine the number vehicles circulating on-site and/or the number of vehicles in CVP to pick-up or drop-off people or items. These types of vehicles would not have been captured in the parking lot occupancy counts. Vehicle entry data is organized by count day type, whether it was a weekday, weekend day, or special event day.
On weekdays, vehicles in the park peaked from 8:30am to 12:00pm and from 5:30pm to 7:45pm.
The peak number of vehicles in the park for the morning period was 183 vehicles, compared to the evening peak at 188 vehicles. The least number of vehicles in the park typically occurred between 2:00pm to 3:00pm.
On weekends, vehicles in the park peaked from 9:00am to 1:00pm. Vehicles in the park were generally the lowest in the evenings after 5:00pm. The peak number of vehicles in the park on a weekend day was 302 vehicles at 10:00am.
On special event days, vehicles in the park do not exhibit the same peak periods as non-event days. On June 24th a single peak in the number of vehicles in the park occurred in evening (7:00pm) due to the summer concert with 346 vehicles. The second special event day (July 4**) showed two peaks, one due to the 5K Race in the morning (288 vehicles) and the other due to the concert in the evening (329 vehicles).

5.17 Parking Count Trends
Analysis of the collected parking data identified the trends listed below. The recommended parking management strategies for CVP in Section 7 took these trends into consideration. • Overall parking occupancy at CVP never exceeded 82% of parking capacity, even on special event days.
• Excluding special event days:
• CVP parking occupancy never exceeded 55% of parking capacity. • Parking occupancy on weekdays did not exceed 45% of total parking capacity. • The Front Lot, Lobby Lot, Side Lot often reach 90% capacity. • The Interim Lot, South Lot, and On-Street Parking never exceeded 39% occupancy. • On special event days, parking occupancy at the spillover lots at City Hall and the Laguna Niguel Library never exceeded 38% of parking capacity.
• Weekends experience higher peak parking demand than weekdays. Weekends consistently have highest parking demand between 9:00am and 2:00pm.
• Weekdays experience highest parking demand at approximately 10:00am and between 6:00pm to 7:00pm.
• The Lobby Lot is typically closed to public parking for special events. • The shuttle service to and from the spillover parking locations to CVP is crucial to reducing on-site parking demand. For example, the spillover parking areas were occupied by approximately 100 vehicles on July 4th, which would otherwise have increased the on-site parking demand.

6.5 Survey Question 5: Please provide any comments
regarding the parking at Crown Valley Park.
The last survey question solicited open-ended comments from visitors regarding their parking experience at CVP. There were 230 respondents who provided comments. The responses to this question were then grouped into categories. If the comment addressed multiple categories, it would be counted as a response in each of the related categories. The response categories and results are summarized below and graphically shown in Figure 21. • No issue with parking (24%): The largest portion of respondents were generally unaware of any parking issues or have not experienced trouble parking when they visit. A few respondents noted specific instances where the park was having a special event and parking was still available to them in lots located further away from the amphitheater. • Event parking is challenging (18%): The second largest portion of respondents noted that finding parking for special events is challenging. • Positive feedback (17%): A portion of respondents expressed positivity toward the survey, parking at CVP, the Park in general, or CVP staff.
• Vehicle circulation constraints (12%): A portion of respondents noted that the length of time to travel through the park in a vehicle can be lengthy due to: a single drive aisle, vehicles backing out from spaces, and/or vehicles stopped in the drive aisle. Some respondents noted vehicle speed as a concern.
• Parking in general is challenging (10%): A portion of respondents that noted that parking is challenging at specific times of day on certain days of the week, or certain times of year.
• Other (40%): A portion of respondents noted other items, including a desire for additional EV charging, additional park amenities, and additional bike racks. A small percentage of respondents desired additional parking spaces.

6.6 Survey Trends
Based upon the results of the CVP parking survey, several trends were taken into consideration for the recommended parking management strategies at CVP. These trends are highlighted below:
1. Most respondents go to activities located in the park that are closest to the Front Lot, Lobby Lot, Side Lot, and Back Lot.
2. Most respondents regularly visit the park, typically upwards of once per week.
3. Respondents typically stay at CVP for 1 to 2 hours.
4. Most park visitors indicate they "Never" or "Rarely" experience trouble parking at Crown Valley Park.
5. The most common comment from respondents was that they have no issue finding parking at Crown Valley Park. However, respondents did note parking and circulation during special events as a concern.
Of those respondents that indicated they "Frequently" or "Always" experience trouble parking they also indicated their reason for visiting the park was to attend summer concerts or use sports fields and the aquatics center. These activities and events occur when parking demand is at its peak and the spaces in the lots closest to the intended park destination may already be occupied. 36 CITY OF LAGUNA NIGUEL - CROWN VALLEY PARK PARKING STUDY

7.1 Add More On-Site Bike Parking
Implementation Timeline: Complete, may install additional racks when warranted ROM Cost: 7-bike Sonic Wave Rack: $5,000 per location
This strategy recommends installing additional bike parking racks throughout the CVP. Increased bike parking encourages CVP visitors to utilize modes other than vehicles when attending activities or events.
Goal: Promote and encourage park visitors to use active transportation modes when visiting Crown Valley Park, especially when attending special events. 38 CITY OF LAGUNA NIGUEL - CROWN VALLEY PARK PARKING STUDY

7.2 Designate Circle Drive as a Loading/ Unloading Zone Implementation Timeline: Completed
ROM Cost:
• Striping (180 linear feet): $50
• Loading/ Unloading Zone Signs (2 total): $600
The Circle Drive is described as the area in front of the main entrance to the Crown Valley Park Community Center. The drive aisle is currently being used by park visitors as an unofficial loading and unloading zone. Given the location and design of the Circle Drive, formally designating it as loading and unloading zone is advantageous. Signage and other markings to designate the loading and unloading zone are in process.
Goal: Enhance the park visitors' experience by providing a designated and conveniently located loading and unloading zone, adjacent to the entrance of the Crown Valley Community Center.

7.3 Valet Parking for Private Events
Implementation Timeline: Currently Available
ROM Cost: Any associated costs will be paid by the person(s) or organization who booked the event space, at no expense to the City
A valet service maximizes on-site parking capacity while minimizing visitors circling to find parking during private events at the Crown Valley Community Center. The valet parking drop-off and pick- up kiosk would be stationed at the Circle Drive and a section of the Back Lot would be used as the valeted cars' parking location. Renters of the Community Center spaces have the ability to request City approval to use a valet parking service for their event and they would pay any associated costs.
Goal: Permits person(s) or organizations booking event spaces at the Crown Valley Community Center to provide a parking convenience to its attendees and maximize use of the available parking spaces during their event.

7.4 Educate and/or Expand Shuttle for Special Events
Implementation Timeline: 1 year
ROM Cost:
• Education Campaign (for approximately 2,000 to 5,000 people):
• $5,000 for program development
$3,500 for deployment (broadcasting)
• $6,500 for production costs
Expand Shuttle Service:
• Additional shuttle vehicle: $155 per hour, per shuttle • Additional ADA Accessible Shuttle: $95 per hour, per shuttle The existing special events shuttle is a proven tool in relieving on-site peak parking demand by maximizing the use of offsite spillover parking lots. Count data showed an underutilization of the spillover spaces in the lots at City Hall and the Laguna Niguel Library.
One aspect of this strategy suggests an emphasis on educating visitors that the City provides a shuttle service for special events from spillover parking lots to CVP including where, when, and how often those special event shuttles run.
Another aspect suggests expanding the existing service, to include more shuttles, increased frequency, or longer hours of service to further reduce on-site parking demand at CVP during special events.
Goal: Increase awareness of the special event shuttle service provided by the City and encourage use of the spillover parking lots at City Hall and the Laguna Niguel Library during special events.

Implementation Timeline: 2 years
ROM Cost:
• Plan development: $25,000 - $50,000 total (covers current special events) • Reserved Signs (10 total): $1,000 - $2,000
A special event parking management plan contains operational strategies for managing management by defining parking areas for particular users (reserved spaces, general parking, no parking, etc.) and to include appropriate signage to designate these areas.

7.6 Implement Time Restricted Parking in Lobby Lot
Implementation Timeline: Up to 5 years, if warranted
ROM Cost:
Time-Limit Signs (10 total): $1,000 - $2,000
• Curb Painting (200 linear feet): $400
This strategy would implement a time-restriction for parking in the Lobby Lot. The posted time imit could be a duration of 15-minutes. As many park visitors have different lengths of stay, time-restricted lot would allow visitors who are staying for a brief period the ability to park in a lot with a higher turnover rate. The Lobby Lot would be the most appropriate lot in which to implement a time-restriction as most short-term visitors' destination is the Community Center.
Goal: Increase turnover of parked vehicles in the Lobby lot to improve availability of these parking spaces for short-term park visitors that may only need to make a quick, 15 minutes or less, stop at the Crown Valley Community Center building. 43 CITY OF LAGUNA NIGUEL - CROWN VALLEY PARK PARKING STUDY
PARKING MANAGEMENT PLAN
7.7 Add Parking Capacity
Implementation Timeline: For Future Consideration, if warranted ROM Cost:
Parking Structure (assuming a 3-level structure with 300 - 325 parking spaces):
$15,000,000 - 25,000,000 ($40,000 - $60,000 per parking space), plus ongoing annual maintenance of approximately $150,000 per year This strategy discusses adding new parking resources to increase overall parking capacity. This can be achieved by two potential means: constructing a parking structure in the Back Lot or adding new surface parking locations.
Typically parking structures are erected in areas with intensive land use density and/or those with a high demand for parking with a corresponding limited existing parking supply. The parking industry indicates that optimal parking occupancy is approximately 85%. It is important to utilize parking management strategies to reallocate demand in parking areas experiencing high occupancies exceeding 85% to nearby areas with lower occupancies, wherever possible. Often, it is simply a lack of awareness of nearby available parking spaces that results in the mismatch of supply and demand. Only when demand consistently exceeds 85% across the total available parking supply, should the addition of new parking resources be considered, given the high cost.
The data collected as part of this parking study shows that on typical summer days parking • occupancy at Crown Valley Park (CVP) did not exceed 60% and on special event days it did not exceed 82%. It is also worthwhile to note that on special event days, the spillover lots did not exceed 38% occupancy. Therefore, adding parking resources at CVP is not warranted at this time.
The City should employ other parking management strategies and continue to monitor parking occupancy levels during the highest use periods. If parking occupancy at CVP and the spillover lots consistently exceeds 85%, then the City may reconsider adding parking resources.
Goal: Provide additional parking spaces at Crown Valley Park to meet demand. 44 CITY OF LAGUNA NIGUEL - CROWN VALLEY PARK PARKING STUDY
PARKING MANAGEMENT PLAN
7.8 Show Dynamic Parking Availability
Implementation Timeline: For Future Consideration, when available ROM Cost: Minimum $500,000, plus ongoing annual maintenance of $50,000 per year Dynamic parking is a technology system that allows visitors to see exactly how many spaces are available in specific parking areas/lots via a mobile phone application and on a sign as they enter the park. Signs would be placed at key park locations such as before the bridge as vehicles enter the park and in the middle of the Side Lot. Dynamic parking occupancy would be determined by parking cameras and/or in-pavement sensors. This technology in practice, would allow visitors to make informed decisions on availability of parking spaces, reducing circling and improving visitor experience. A component of dynamic parking is real-time parking information available via a mobile phone application and online. Dynamic parking technology would also allow for occupancy data monitoring and as a result, more informed decisions about parking in the future.
Currently the parking camera and in-pavement sensor technologies are in beta testing, chiefly for integration with parking meter applications. The tests of the parking camera technology are indicating a limited camera view window with limited accuracy on detecting available parking spaces. Given these current limitations the camera technology is not a recommended solution at this time. To date, the tests of the in-pavement sensor technology have not indicated a useful life greater than 2 to 3 years. Additionally, the only means of replacement for these sensors is to dig them up and place a new sensor. Given both the high cost to install the in-pavement sensors and their short useful life, this technology is not a cost-effective solution at this time.
When warranted based upon CVP parking occupancy levels and the above technologies are proven, the City may reconsider this parking management strategy for a future Capital Improvement Projects).
