CITY OF LAGUNA NIGUEL
CITY COUNCIL AGENDA ITEM
To: Honorable Mayor and Council Members
FROM: Jacki Scott, Public Works Director/City Engineer
DATE: June 6, 2023
SUBJECT: Approval of Plans and Specifications for Aliso Creek Road and Traffic Improvements Project, Cash Contract No. 23-01, and Authorization to Advertise the Project for Bids
RECOMMENDATION
Staff recommends that the City Council:
1. Approve the Plans and Specifications for Aliso Creek Road and Traffic Improvements Project, Cash Contract No. 23-01; and
2. Authorize staff to advertise the project for bids.
BACKGROUND
In order to maintain City streets in good condition, the City Council adopted the Pavement Management Program, a work plan that identifies deficiencies and recommends projects to improve the Pavement Condition Index (PCI) of City streets, on June 1, 2021. The Pavement Management Program includes annual residential overlay, annual arterial overlay, and biennial residential slurry seal. The goal of the program is to improve the citywide PCI year over year, ultimately bringing the citywide PCI up to 80 or greater.
Investing in the City's street system saves money because it costs less to maintain streets in good condition than to repair those that have failed, satisfies Maintenance of Effort reporting requirements, and meets the needs of the community.
As part of the Pavement Management Program, the City is committed to completing pavement rehabilitation projects on City streets every year. The Aliso Creek Road (La Paz Road to Moulton Parkway) and Traffic Improvements Project is included for construction as part of the Fiscal Year 2023-24 Capital Improvement Program (CIP). This project will slurry seal Aliso Creek Road, from La Paz Road to Moulton Parkway (approximately 1/2 mile). The average existing Pavement Condition Index (PCI) for this street is 55, which is considered a "Poor" condition. Additionally, there will be traffic calming improvements which include pavement markings, narrowing of lane widths and high visibility striping. Bicycle lane improvements include a 3-foot buffer, green conflict
zone striping and supplemental pavement markings with complimentary signage. A vicinity map is provided as Attachment "A". The plans, specifications, and engineer's estimate for this project were completed by DMc Engineering, a firm on the City's On-Call Professional Engineering Services List. The project design plans were completed within the Fiscal Year 2022-23. This project supports City Council Goal 4 (Infrastructure and Technology) of the City's adopted Strategic Plan.
ANALYSIS
The project improvements consist of crack sealing, slurry seal application, roadway marking, striping, and signing. Improvements also include the installation of traffic signal video detection systems at two intersections, Aliso Creek Road at Moulton Parkway and Aliso Creek Road at La Paz Road. The traffic signal improvements consist of a hybrid radar and video detection system, which will detect all road users such as pedestrians and bicyclists and will increase traffic signal efficiency. A copy of the Plans and Specifications is available at the City Clerk's Office for examination and review.
Traffic control on this project will be similar to the traffic control on the Niguel Road (Alta Terra to Highlands Avenue) Pavement Rehabilitation Project, for which the City required approved traffic control plans that were professionally prepared by a licensed engineer.
Lane closure hours will be limited between the hours of 9 AM to 3 PM, with limited exceptions allowed.
Construction is anticipated to start in October 2023 and is anticipated to be completed in March 2024.
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines - California Code of Regulations, Chapter 3 (Guidelines for Implementation of CEQA), Article 19 (Categorical Exemptions), Section 15301 (Existing Facilities), Subsection (c).
ALTERNATIVES CONSIDERED
The City Council could direct staff to defer the project to a future date. As a result of this action, the roadway would remain in its present condition and likely deteriorate further until the project is completed at a future date.
FISCAL REVIEW
Funds have been included in the Fiscal Year 2023-24 Capital Improvement Program (CIP) for this project. These funds will become available beginning July 1, 2023, and award of the construction contract is tentatively scheduled for the July 18, 2023 City Council meeting.
LEGAL REVIEW
No legal review is required for this report.
CONCLUSION
Staff recommends that the City Council:
1. Approve the Plans and Specifications for Aliso Creek Road and Traffic Improvements Project, Cash Contract No. 23-01; and
2. Authorize staff to advertise the project for bids.
