CITY OF LAGUNA NIGUEL

CITY COUNCIL AGENDA ITEM
To: Honorable Mayor and Council Members
FROM: Jacki Scott, Public Works Director/City Engineer
DATE: September 5, 2023
SUBJECT: Approval of Plans and Specifications for the Pacific Island Drive Drainage Improvements, Cash Contract No. 21-27, and Authorization to Advertise the Project for Bids

RECOMMENDATION
Staff recommends that the City Council:

1. Approve the Plans and Specifications for the Pacific Island Drive Drainage Improvements, Cash Contract No. 21-27; and

2. Authorize staff to advertise the project for bids.

BACKGROUND
The drainage system serving the neighborhoods around Flying Cloud Drive was installed with the original development in the 1960s and 1970s, prior to the City's incorporation.

The top of the hillside at this location receives runoff that traverses down from Flying Cloud Drive and exits below the neighborhood onto Pacific Island Drive.

Historically, to capture debris and divert the runoff from the hillside the City installed a drainage wall structure consisting of sandbags and chain link fencing. Over the years, the City observed that during significant rainfall events, this runoff overflows the drainage wall structure and cascades down onto the roadway on Pacific Island Drive. The runoff has led to erosion concerns, degraded roadway conditions, and increased maintenance costs.

In the adopted Fiscal Year 2021-22 budget, City Council approved the Pacific Island Drive Drainage and Wall Improvements Project as part of the Capital Improvement Program (CIP) (Attachment "A"). This project would provide a permanent drainage structure that captures the runoff and acts as a desilting basin for debris and sediment. The budget provided funding for the design phase.

On September 7, 2021, the City Council approved Amendment No. 13 with DMc Engineering, a firm on the City's On-Call Professional Engineering Services List, for the

engineering design, plans, specifications, and engineer's estimate for this project. The project design plans were completed during Fiscal Year 2022-23.

The construction phase of the Pacific Island Drive Drainage and Wall Improvements Project was included as part of the adopted Fiscal Year 2023-24 Capital Improvement Program (CIP) (Attachment "B"). The project will provide an adequate outlet to runoff from the hillside adjacent to Pacific Island Drive. A vicinity map is provided as Attachment "C".

This project supports City Council Goal 4 (Infrastructure and Technology) of the City's adopted Strategic Plan.

ANALYSIS
The project improvements consist of constructing a storm drain inlet, retaining wall and underground pipe connection to a storm drain on Pacific Island Drive. This improved infrastructure would effectively capture the hillside runoff, diverting it safely away from the road surface and into the City's storm drain system. The project improvements also include enhanced soil stability and, erosion and sediment control. A copy of the Plans and Specifications is available at the City Clerk's Office for examination and review.

Traffic control during the project shall be per approved traffic control plans professionally prepared by a licensed engineer, as required by the City. Lane closure hours will be limited between the hours of 9 AM to 3 PM, with limited exceptions allowed. Construction is anticipated to start in March 2024 and is anticipated to be completed in November 2024.

This project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines - California Code of Regulations, Chapter 3 (Guidelines for Implementation of CEQA), Article 19 (Categorical Exemptions), Section 15301 (Existing Facilities), Subsection (C).

ALTERNATIVES CONSIDERED
The City Council could direct staff to defer the project to a future date. As a result of this action, the current drainage system would remain in its present condition and likely deteriorate further until improvements are constructed.

FISCAL REVIEW
The engineer's estimate for this project is $350,000.00. There are adequate funds available in the Fiscal Year 2023-24 Capital Improvement Program budget to complete this project.

LEGAL REVIEW
No legal review is required for this report.
