CITY COUNCIL AGENDA ITEM
To: Honorable Mayor and Council Members
FROM: Jacki Scott, Public Works Director/City Engineer
DATE: October 17, 2023
SUBJECT: Approval of Plans and Specifications for Marina Hills Park Improvements Project, Cash Contract No. 22-15, and Authorization to Advertise the Project for Bids
RECOMMENDATION
Staff recommends that the City Council:
1. Approve the plans and specifications for the Marina Hills Park Improvements Project, Cash Contract No. 22-15; and,
2. Authorize staff to advertise the project for bids.
BACKGROUND
Marina Hills Park has served the residents of Laguna Niguel since 1994. Park amenities include a baseball field, one full basketball court, one half basketball court, three bocce ball courts, a playground, two soccer fields, and site furnishings such as benches and shade structures. A vicinity map is provided as Attachment "A".
In May 2022, the Citywide Park Needs Assessment was completed. Some of the recommendations from the Assessment included additional basketball courts throughout the City, additional facilities to improve pedestrian connectivity, and supplementary site furnishings. To implement the recommendations from the Citywide Park Needs Assessment, the design for the Marina Hills Park Improvements was included as part of the Fiscal Year 2022-23 Capital Improvement Program (CIP).
The plans, specifications, and engineer's estimate for this project were completed by Willdan Engineering, a firm on the City's On-Call Professional Engineering Services List.
This project supports City Council Goal 4 (Infrastructure and Technology) of the City's adopted Strategic Plan.
ANALYSIS
In response to the Parks Needs Assessment the City has completed the design of the park improvement plans, which are now ready to be advertised for bids. The project improvements include the installation of a full basketball court to replace the existing half- court, pedestrian walkways that will provide access from on-street parking, complimentary landscaping, and additional site furnishings such as benches, tables, various shade structures, trash cans, and wayfinding signs. Improvements also include earthwork, site drainage, Storm Water Pollution Prevention Plan compliance, and irrigation modifications.
A copy of the plans and specifications is available at the City Clerk's Office for examination and review.
To coordinate with the planning of the separate Marina Hills Drive (Niguel Road to Golden Lantern) Resurfacing Project, the award of the construction contract is tentatively scheduled for early 2024. Construction is anticipated to start in Spring 2024 and is expected to be completed in Fall 2024. Construction will be coordinated with the Parks and Recreation Department to minimize the impact to scheduled programming at Marina Hills Park in the upcoming year.
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines - California Code of Regulations, Chapter 3 (Guidelines for Implementation of CEQA), Article 19 (Categorical Exemptions), Section 15301 (Existing Facilities), Subsection (c).
ALTERNATIVES CONSIDERED
The City Council could direct staff to defer the project to a future date. As a result of this action, the existing half basketball court, wooden shade structure for the bocce ball courts, and existing park amenities would remain in their present condition.
FISCAL REVIEW
The engineer's estimate for this project is $900,000. There is $1,000,000 available in the Fiscal Year 2023-24 adopted CIP budget funded by the American Rescue Plan to complete this project.
LEGAL REVIEW
No legal review is required for this report.
CONCLUSION
Staff recommends that the City Council:
1. Approve the plans and specifications for the Marina Hills Park Improvements Project, Cash Contract No. 22-15; and,
2. Authorize staff to advertise the project for bids.
