CITY OF LAGUNA NIGUEL

CITY COUNCIL AGENDA ITEM
To: Honorable Mayor and Council Members
FROM: Jonathon Harmon, Interim Parks and Recreation Director DATE: December 19, 2023
SUBJECT: Adoption of Resolution No. 2023-1459, Adopting the Expanded Senior Transportation Program, Senior Wheels, through the Orange County Transportation Authority (OCTA) Senior Mobility Program for Added Trips and Destinations for All Laguna Niguel Residents 60 Years of Age or Older Who Are Unable to Drive, and Finding Said Action Exempt from CEQA Pursuant to State CEQA Guidelines.

RECOMMENDATION
Staff recommends that the City Council:

1. Adopt Resolution No. 2023-1459, entitled "A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF LAGUNA NIGUEL, CALIFORNIA, ADOPTING THE

EXPANDED SENIOR TRANSPORTATION PROGRAM, SENIOR WHEELS,

THROUGH THE ORANGE COUNTRY TRANSPORTATION AUTHORITY
(OCTA) SENIOR MOBILITY PROGRAM PROVIDING ADDED TRIPS AND DESTINATIONS FOR ALL LAGUNA NIGUEL RESIDENTS 60 YEARS OF AGE

OR OLDER WHO ARE UNABLE TO DRIVE, AND FINDING SAID ACTION EXEMPT FROM CEQA PURSUANT TO STATE CEQA GUIDELINES";

2. Direct staff to submit Resolution No. 2023-1459 to OCTA for final approval as the expanded program meets all OCTA • Senior Mobility Program eligibility requirements; and,

3. Find that such action is exempt from CEQA pursuant to State CEQA Guidelines.

BACKGROUND
The City of Laguna Niguel participates in the Orange County Transportation Authority (OCTA) Measure M2 Project U - Senior Mobility Program to provide transportation services to Laguna Niguel seniors. This transportation service provides roundtrip transportation from a senior resident's home to eligible locations throughout the city and county.

The Parks and Recreation Department facilitates this program and contracts the transportation services through an agreement with CabCo Yellow Inc. (dba California Yellow Cab). California Yellow Cab has provided transportation services for the City's Senior Mobility Program for more than 10 years. California Yellow Cab was most recently awarded a contract through a formal Request for Proposal process effective July 1, 2022, through June 30, 2025.

The current City of Laguna Niguel Senior Mobility Program allows participants to go to Sea Country Senior & Community Center, eight grocery stores in Laguna Niguel, and three nearby hospitals (Mission Hospital in Mission Viejo, Mission Hospital in Laguna Beach, and Saddleback Hospital in Laguna Hills). Trips cost participants $2.50 one way, or $5.00 round trip to Sea Country Senior and Community Center or one of the eight grocery stores in the city with no tip necessary. Hospital trips have slightly higher fees but are still minimal.

There are currently 75 participants enrolled in the program, 15 of which are frequent riders. The current program averages 103 rides per month. Prior to the pandemic in 2020, the program had significantly higher ridership, averaging 316 rides per month. Although participation is slowly increasing post-pandemic, the program has not returned to 2019 participation levels. To better serve the senior community in Laguna Niguel, City staff recommend an update to the current Senior Transportation Program, including expanding the available services.

ANALYSIS
Under the current OCTA Senior Mobility Program, a funding formula is established for all eligible Orange County cities based upon their senior population. One percent (1%) of M2 net revenue is used to fund participating cities' transportation services with a 20 percent (20%) local match of the total annual program expenditures. The City of Laguna Niguel's current senior transportation program is funded through OCTA M2 and Project U funds.

Based on the City's population and future anticipated inflation, the City's senior transportation funding is projected to increase significantly in fiscal year 2025 and continue to increase at an annual rate of 3% thereafter. The OCTA 5-year funding allocation projection is included as Attachment A to this report. These M2 Project U funds must be spent within 3 years from the date of receipt, or the City may need to return the funds to OCTA to be distributed to other participants in the County. This update aims to increase ridership levels by providing expanded transportation services to the seniors in the community while fully utilizing the funding currently available to the City.

Staff studied neighboring agencies' senior transportation programs, met with representatives from OCTA, and worked with California Yellow Cab to build an expanded senior transportation program for the City of Laguna Niguel. The proposed expansion and update of the current program consists of three primary areas of focus:

1. Reducing program requirements;

2. Adding destinations and trips; and,

3. Rebranding of the program
The proposed expansion of the Senior Transportation Program includes:
• Rebranding the current Senior Mobility Program with the new name: Senior Wheels; and modernizing the information & application (Attachment B). • Eliminating the current requirement of not owning a vehicle. • Streamlining the eligibility requirements by expanding ridership eligibility to:
• Laguna Niguel resident;
• Age 60 years and older; and
• Who are not able to operate a vehicle (for any reason). • Allowing participants to travel to the Sea Country Senior & Community Center at no cost; all eligible trips in Laguna Niguel at a low cost; and adding Kaiser Permanente in Irvine as a new destination (in addition to the three nearby hospitals for which service is already provided).
• Creating a marketing campaign consisting of promotional videos, free program giveaways, and hosting "Lunch and Learn" workshops on the Senior Wheels program throughout the year. Staff will also promote free rides for the month of January 2024 to kick off the new year and the newly expanded program.

The new expansion and enhancements are within OCTA guidelines and meet all OCTA Senior Mobility Program eligibility requirements. Eligible trips provided under the OCTA Senior Mobility Program are limited to the following categories:

Amusement parks Medical
Aquariums/zoos Movie theaters/concerts
Beaches and parks Nutrition programs
Charity and social group events Personal care
Community/cultural events Religious institutions
Education/employment-related Restaurants
Family and friends Senior Centers
Funerals/memorial services Shopping
Government offices and services Sporting/fitness
Libraries/museums/cultural sites Transit hubs/centers
Following the City Council's approval, Resolution 2023-1459 will be forwarded to OCTA for final review and approval, with program implementation expected for January 2024.

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
Resolution No. 2023-1459 is exempt from CEQA on the basis that it can be seen with certainty that there is no possibility that the activity in question, submitting an application to OCTA for approval for new and expanded use of M2 funding, may have a significant effect on the environment. (State CEQA Guidelines, § 15061, subd. (b)(3).) The allocation of funding itself will have no effect on the environment, and any future grant activities requiring discretionary action will be evaluated under the California Environmental Quality Act at that time.

ALTERNATIVES CONSIDERED

1. The City Council may decide not to approve the expansion of the Senior Transportation Program. This alternative is not recommended as it may delay an updated transportation program being available to the senior community.

2. The City Council may direct staff to return with a further revised resolution to be presented at a future meeting. This alternative is not recommended as it will delay the implementation of transportation program updates.

FISCAL REVIEW
The City has $75,000 budgeted expenditures in OCTA grant funding for fiscal year 2023- 2024 and is projected to receive over $125,000 in OCTA grant funding for fiscal year 2024-2025. Future budgets will include allocations of OCTA grant funding in line with this update and expansion.

LEGAL REVIEW
The City Attorney's Office has reviewed this report and Resolution 2023-1459 and has approved them as to form.

CONCLUSION
Staff recommends that the City Council:

1. Adopt Resolution No. 2023-1459, entitled "A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF LAGUNA NIGUEL, CALIFORNIA, ADOPTING THE

EXPANDED SENIOR TRANSPORTATION PROGRAM, SENIOR WHEELS,

THROUGH THE ORANGE COUNTRY TRANSPORTATION AUTHORITY
(OCTA) SENIOR MOBILITY PROGRAM PROVIDING ADDED TRIPS AND DESTINATIONS FOR ALL LAGUNA NIGUEL RESIDENTS 60 YEARS OF AGE

OR OLDER WHO ARE UNABLE TO DRIVE, AND FINDING SAID ACTION EXEMPT FROM CEQA PURSUANT TO STATE CEQA GUIDELINES";

2. Direct staff to submit Resolution No. 2023-1459 to OCTA for final approval as the expanded program meets all OCTA • Senior Mobility Program eligibility requirements; and,

3. Find that such action is exempt from CEQA pursuant to State CEQA Guidelines.
