CITY OF LAGUNA NIGUEL
CITY COUNCIL AGENDA ITEM
To: Honorable Mayor and Council Members
FROM: Jacki Scott, Director of Public Works/City Engineer DATE: February 20, 2024
SUBJECT: Adoption of Resolution No. 2024-1465 for the Federal Fiscal Years 2024- 25 - 2029-30 Federal Transportation Improvement Program
RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 2024-1465, certifying that the City has the resources to fund the projects in the Federal Fiscal Years 2024-25 - 2029-30 Federal Transportation Improvement Program and affirms its commitment to implement all Laguna Niguel projects in the Program.
BACKGROUND
The Federal Transportation Improvement Program (FTIP) is a capital listing of all regionally significant federally-funded transportation projects proposed over a six-year period for the Southern California Association of Governments (SCAG) region, which includes Orange County. Projects include highway improvements, transit, rail and bus facilities, high occupancy vehicle lanes, signal synchronization, intersection improvements, and freeway ramps.
The FTIP requires biennial certification from agencies who have active or future federally- funded projects. On November 19, 2019, the City Council adopted Resolution No. 2019- 1302 to confirm the City's commitment to deliver Laguna Niguel projects listed in the 2021 FTIP. Since the City of Laguna Niguel did not have any active or future federally-funded projects listed in the 2023 FTIP, a FTIP certification was not required for that reporting period.
The 2025 FTIP is currently being prepared by the Orange County Transportation Authority (OCTA) with adoption by the OCTA Board of Directors anticipated in Spring 2024. For the 2025 FTIP, OCTA is requesting all local agencies to adopt a resolution certifying that the local agency has the resources to fund any current or future federally-funded transportation projects.
ANALYSIS
Transportation projects that have federal funding must be included in the FTIP. The City has three recently awarded projects that need to be incorporated into the FTIP:
1. Safe Streets and Roads for All (SS4A) funding for the Active Transportation Plan
2. Local Transportation Climate Adaptation Program (LTCAP) funding for La Paz Road Mobility Enhancements and Permanent Repair Project
3. OCTA Complete Streets Program (CSP) funding for South Forbes Road/Oso Creek Trail Active Transportation Enhancements
Staff is recommending that the City Council adopt Resolution No. 2024-1465 (Attachment "A") to meet this federal requirement. Adoption of the resolution supports City Council Goal 2 (Fiscal Sustainability) and Goal 4 (Infrastructure and Technology) of the City's adopted Strategic Plan.
ALTERNATIVES CONSIDERED
The City Council may decide not to approve Resolution No. 2024-1465. This alternative is not recommended because it would preclude the City from receiving awarded federal funds.
FISCAL IMPACT
There is no fiscal impact in approving Resolution No. 2024-1465. Any project match funding would be budgeted in future fiscal years for City Council consideration and approval.

No. Project Name Grant Funding Funds
1 Active Transportation Plan $200,000 $50,000
