CITY OF LAGUNA NIGUEL

CITY COUNCIL AGENDA ITEM
To: Honorable Mayor and Council Members
FROM: Jacki Scott, Public Works Director/City Engineer
DATE: April 16, 2024
SUBJECT: Approval of the Installation of Red Curb on Niguel Heights Boulevard at Goldrush Ridge Lane

RECOMMENDATION
Staff recommends that the City Council approve the installation of 80 feet of red curb on the east side of Niguel Heights Boulevard, north of Goldrush Ridge Lane, and 150 feet of red curb on the east side of Niguel Heights Boulevard, south of Goldrush Ridge Lane, within the Village Niguel Heights neighborhood.

BACKGROUND
A resident of Goldrush Ridge Lane contacted the City and expressed concern regarding the lack of visibility of oncoming vehicles for residents turning from Goldrush Ridge Lane due to on-street parking on Niguel Heights Boulevard. The resident requested the installation of red curb to restrict parking near the intersection of Niguel Heights Boulevard and Goldrush Ridge Lane.

Improving traffic circulation supports City Council Goal 1 (Public Safety) and Goal 4 (Infrastructure and Technology) of the City's adopted Strategic Plan.

ANALYSIS
Niguel Heights Boulevard at Goldrush Ridge Lane is a "T"-intersection with a stop sign on the terminating street, Goldrush Ridge Lane. A vicinity map is included as Attachment "A". Niguel Heights Boulevard is a 40-foot-wide residential collector street with a posted speed limit of 30 miles per hour (MPH). Goldrush Ridge Lane is a 36-foot-wide residential street with a prima facie speed limit of 25 MPH. Parking is generally allowed on both sides of both streets. This intersection is north of Laguna Niguel Elementary School and Niguel Heights Park. There have been no accidents at this intersection based on the last five years of reported crash data.

A sight distance analysis was performed to determine the area that should remain unobstructed for maximum visibility (Attachment "B"). A total segment of 230 feet of red curb on Niguel Heights Boulevard starting south of Goldrush Ridge Lane and extending north of the intersection would provide the visibility needed to enhance safety as motorists make their turning movements.

The Traffic and Transportation Commission reviewed the Request to Install Red Curb on Niguel Heights Boulevard at Goldrush Ridge Lane discussion item at its meeting on February 28, 2024. The full staff report from the meeting can be found in Attachment "C".

Based on the presentation provided by staff during the meeting, the Traffic and Transportation Commission recommended that the City Council:

1. Approve the installation of 80 feet of red curb on the east side of Niguel Heights Boulevard, north of Goldrush Ridge Lane, and 150 feet of red curb on the east side of Niguel Heights Boulevard, south of Goldrush Ridge Lane, within the Village Niguel Heights neighborhood.

Draft meeting minutes are provided in Attachment "D".

ALTERNATIVES CONSIDERED
The City Council may decide not to approve the installation of red curb on Niguel Heights Boulevard. This alternative is not recommended because the red curb provides a safety enhancement for turning movements from Goldrush Ridge Lane.

FISCAL REVIEW
The cost to install 230 feet of red curb is approximately $350. There are sufficient funds in the Fiscal Year 2023-24 Public Works Department operating budget to cover this cost.

LEGAL REVIEW
No legal review is required for this report.

CONCLUSION
Staff recommends that the City Council approve the installation of 80 feet of red curb on the east side of Niguel Heights Boulevard, north of Goldrush Ridge Lane, and 150 feet of red curb on the east side of Niguel Heights Boulevard, south of Goldrush Ridge Lane, within the Village Niguel Heights neighborhood.
