CITY OF LAGUNA NIGUEL

CITY COUNCIL AGENDA ITEM
To: Honorable Mayor and Council Members
FROM: Tamara S. Letourneau, City Manager
DATE: September 17, 2024
SUBJECT: Designation of a Voting Delegate for the 2024 League of California Cities Annual Business Meeting

RECOMMENDATION
Staff recommends that the City Council appoint Mayor Kelly Jennings as the Voting Delegate and Mayor Pro Tem Stephanie Oddo as the Alternate Voting Delegate for the 2024 League of California Cities Annual Business Meeting on October 18, 2024.

BACKGROUND
The 2024 League of California Cities (Cal Cities) Annual Conference is scheduled to be held from October 16-18, 2024, in Long Beach. An important aspect of the Annual Conference is the Annual Business Meeting, which takes place during the General Assembly on the last day of the conference.

ANALYSIS
At the Annual Conterence, Cal Cities membership considers and takes action on resolutions establishing Cal Cities policy. The approved resolutions guide Cal Cities in efforts to improve the quality and responsiveness of local government in California. The City Council must designate a Voting Delegate to vote at the annual business meeting, and the City may designate an Alternate Voting Delegate. Cal Cities requires the Voting Delegate and Alternate Voting Delegate to be registered to at least attend the Friday session of the conference.

In accordance with the City Council Policies and Procedures, under Mayor and City Council, Section E, the Mayor is the designated Voting Delegate. Under Section F of the City Council Policies, the Mayor Pro Tem will serve as the Alternate Voting Delegate, and should the Mayor not be able to attend, the Mayor Pro Tem will serve as the Voting Delegate.

FISCAL REVIEW
There is no fiscal impact as a result of this report.

ALTERNATIVES CONSIDERED
The City Council could choose not to designate a Voting Delegate or Alternate Voting Delegate. Staff does not recommend this action as it will result in the City being unable to participate in Cal Cities Annual Business Meeting.

LEGAL REVIEW
No legal review is required for this report
