CITY OF LAGUNA NIGUEL
CIty CouncIL Agenda ITEM
To: Honorable Mayor and Council Members
FROM: Jacki Scott, Public Works Director/City Engineer
DATE: November 19, 2024
SUBJECT: Approval of Plans and Specifications for the Annual Residential Overlay Program Fiscal Year 2024-25, Cash Contract No. 23-05, and Authorization to Advertise the Project for Bids

RECOMMENDATION
Staff recommends that the City Council:

1. Approve the Plans and Specifications for the Annual Residential Overlay Program Fiscal Year 2024-25, Cash Contract No. 23-05; and,

2. Authorize staff to advertise the project for bids.

BACKGROUND
The City of Laguna Niguel is responsible for maintaining approximately 141 miles of streets, where approximately 104 miles are local streets and approximately 37 miles are arterials. In order to maintain City streets in good condition, the City Council adopted the Pavement Management Program, a work plan that identifies deficiencies and recommends projects to improve the Pavement Condition Index (PCI) of City streets, on June 1, 2021.

The Pavement Management Program includes annual residential overlay, annual arterial overlay, and biennial residential slurry seal. The goal of the program is to improve the citywide PCI year over year, ultimately bringing the citywide PCI up to 80 or greater.

Investing in the City's street system saves money because it costs less to maintain streets in good condition than to repair those that have failed, satisfies Maintenance of Effort reporting requirements, and meets the needs of the community.

As part of the Pavement Management Program, the City has committed to completing asphalt overlay construction within residential neighborhoods on a routine basis. The Annual Residential Overlay Program for Fiscal Years 2023-24 and 2024-25 have been combined for schedule efficiency and cost savings and will include the following streets

located within the Charter Terrace neighborhood: Via Valle, Abington Court and North Hampton Road. These streets were selected because their average PCI is 53, which is a "Poor" condition, and they have a substantial number of failing pavement sections in need of extensive repairs. A location map for the project is provided in Attachment "A". The plans, specifications, and engineer's estimate for this project were completed by Derek J.

McGregor, Inc. dba DMc Engineering, a firm on the City's On-Call Professional Engineering Services List. This project supports City Council Goal 4 (Infrastructure and Technology) of the City's adopted Strategic Plan.

ANALYSIS
The project improvements include pavement grinding and removal, asphalt pavement overlay, associated concrete improvements for the curb and gutter, sidewalks and access ramps, adjustment of surface utilities to final pavement grade, and roadway marking, striping, and signage. A copy of the Plans and Specifications is available at the City Clerk's Office for examination and review.

Traffic control on this project will follow guidelines for Temporary Traffic Control zones referenced in the 2024 Work Area Traffic Control Handbook (W.A.T.C.H.). The W.A.T.C.H. manual is in compliance with the current edition of the California Manual on Uniform Traffic Control Devices (CA-MUTCD). Temporary lane closure hours will be limited between the hours of 8 AM to 4 PM, with limited exceptions allowed. Construction is anticipated to start in February 2025 and is anticipated to be completed in May 2025.

This project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines - California Code of Regulations, Chapter 3 (Guidelines for Implementation of CEQA), Article 19 (Categorical Exemptions), Section 15301 (Existing Facilities), subsection (c).

ALTERNATIVES CONSIDERED
The City Council could direct staff to defer the project to a future date. As a result of this action, the roadways would remain in their present condition and likely deteriorate further until the project is completed at a future date.

FISCAL REVIEW
The engineer's estimate for this project is $555,000. There are adequate funds available in the Fiscal Year 2024-25 Capital Improvement Program budget to complete this project.

The project cost will be paid for through Senate Bill 1 (SB 1) gas tax funds.

LEGAL REVIEW
No legal review is required for this report.
