Approval of Plans and Specifications for Golden Lantern Median Modifications at Serenity Lane Project, Cash Contract No. 23-08, and Authorization to Advertise the Project for Bids
RECOMMENDATION
Staff recommends that the City Council:
1. Approve the plans and specifications for the Golden Lantern Median Modifications at Serenity Lane Project, Cash Contract No. 23-08; and,
2. Authorize staff to advertise the project for bids.
BACKGROUND
In 2022, the Public Works Department conducted a traffic study for the intersection of Golden Lantern and Serenity Lane in response to a resident request for traffic improvements at the intersection. Golden Lantern and Serenity Lane is a two-way stop controlled intersection with stop signs for the Seaside Apartments and Sea Breeze neighborhood . The traffic study identified improvements to enhance visibility at the intersection and manage speeds along Golden Lantern.
The City has already implemented several of the study's recommended improvements such as installing additional warning signs, speed limit pavement legends and trimming overgrown landscape. The study also recommended a long-term improvement consisting of modifications to the north and south medians, which shifts the medians by 5 feet and widens the left-turn buffer zone. These median modifications will improve the sight distance for northbound and southbound left-turn movements. A vicinity map of the project area is provided as Attachment "A".
In June 2023, the City Council adopted the Fiscal Year 2023-24 Capital Improvement Program (GIP) budget which included funding for the engineering design of the Golden Lantern Median Modifications at Serenity Lane Project. The plans, specifications and engineer's estimate for this project were completed by Ardurra Group, Inc., a firm on the City's On-Call Professional Services List.

In February 2025, the City Council approved the Mid-Year Fiscal Year 2024-25 Capital Improvement Program (CIP) budget adjustments which included funding for the construction of the Golden Lantern Median Modifications at Serenity Lane Project. This project supports City Council Goal 1 (Public Safety) and Goal 4 (Infrastructure and Technology) of the City's adopted Strategic Plan.
ANALYSIS
The project improvements will include the following features:
• Constructs new north and south medians along Golden Lantern at the intersection of Serenity Lane.
• Shifts the medians and the left-turn travel lanes, giving motorists increased sight visibility when turning onto Serenity Lane.
• Restripes the roadway markings within the intersection. • Improves all four sidewalk access ramps at the intersection of Golden Lantern and Serenity Lane to be compliant with current ADA standards.
A copy of the Plans and Specifications is available at the City Clerk's Office for examination and review. Construction is anticipated to start in summer 2025 and is anticipated to be completed in winter 2025-26.
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines - California Code of Regulations, Chapter 3 (Guidelines for Implementation of CEQA), Article 19 (Categorical Exemptions), Section 15301 (Existing Facilities), Subsection (c).
ALTERNATIVES CONSIDERED
The City Council could direct staff to defer the project to a future date. This alternative is not recommended as the roadway infrastructure would remain in its current condition, until the project is completed at a future date.
FISCAL REVIEW
The engineer's estimate for the Golden Lantern Median Modifications at Serenity Lane Project is $500,000. There are adequate funds available in the Fiscal Year 2024-25 adopted CIP budget to complete this project.
LEGAL REVIEW
No legal review is required for this report.
