CITY COUNCIL AGENDA ITEM
Honorable Mayor and Council Members
Justin J. Martin, Assistant City Manager
May 6, 2025
Adoption of Resolution No. 2025-1499, Designating the City Manager, Assistant City Manager, and Finance Director to be the Authorized Agents to Execute for and on Behalf of the City of Laguna Niguel for Federal Financial Assistance Provided by the California Governor's Office of Emergency Services

RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 2025-1499, designating the City Manager, Assistant City Manager, and Finance Director to be the Authorized Agents to execute for and on behalf of the City of Laguna Niguel for Federal Financial Assistance provided by the California Governor's Office of Emergency Services.

BACKGROUND
The Department of Homeland Security, through the Federal Emergency Management Agency (FEMA), regularly offers emergency preparedness grant programs and administers disaster relief reimbursements available to United States' territories, states, counties, and cities following major disasters. To be eligible for these federal funds, a local agency's governing body must adopt a Governing Body Resolution (Attachment A) that designates specific City staff members as authorized agents to complete grant applications and execute documents related to reimbursement requests. This resolution must be renewed every three years and applies to both performance grants and applications for financial disaster relief.

ANALYSIS
City staff actively apply to the California Governor's Office of Emergency Services (Cal OES) and FEMA for various emergency management-related grants. All grant applications submitted to Cal OES or FEMA require the City to provide a current Governing Body Resolution designating authorized agents to act on behalf of the City.

By approving and adopting the attached Governing Body Resolution, the City Council will authorize the City Manager, Assistant City Manager, and Finance Director to execute applications and related documents for federal financial assistance programs, such as

the Fire Mitigation Assistance Grant, Hazard Mitigation Grant Program, and Emergency Management Performance Grant, for the next three grant cycles.

ALTERNATIVES CONSIDERED
The City Council could choose not to adopt Resolution No. 2025-1499. This action is not recommended as it would limit the City's ability to pursue and secure federal and state grant funding opportunities

FISCAL REVIEW
There is no fiscal impact associated with the recommended action.

LEGAL REVIEW
No legal review required for this item.

CONCLUSION
Staff recommends that the City Council adopt Resolution No. 2025-1499, designating the City Manager, Assistant City Manager, and Finance Director to be the Authorized Agents to execute for and on behalf of the City of Laguna Niguel for Federal Financial Assistance provided by the California Governor 's Office of Emergency Services. ~<Jaw- ~
