May 13, 2025 – 5:00 P.M.
WELCOME TO THE SPECIAL MEETING OF THE CITY COUNCIL.
Any person wishing to address the City Council will need to complete and present a gold-colored, “Request to Speak” form to the City Clerk at the meeting. Forms are available on the counter located inside the Council Chambers . The time limit will be established by the Mayor. To allow equal time for speakers, minutes may not be given to another speaker. If you are unable to attend the meeting, you may have another person read your written statement. The City Council may establish a time limit on all public comments of not less than one half hour.
Any documents pertaining to the item on the agenda that are provided to the City Council prior to 4:00 p.m. on the day of the Special City Council meeting will be available for public review at the counter located inside the Council Chambers.

STUDY SESSION
1. Proposed Fiscal Year 2025-2027 Operating and Capital Budget
Recommendation
Staff recommends that the City Council:
1) Receive the proposed Fiscal Year 202 5-2027 Operating and Five- Year Capital Improvement Budget, direct staff to make any adjustments, and schedule the final budget presentation for the June 3, 2025, City Council meeting; and,
2) Bring back a recommendation on the June 3
rd meeting to:
a. Commit the $381,101 Fiscal Year 2025- 2026 and the $1,009,421 Fiscal Year 2026- 2027 operational budget surpluses to the Infrastructure Replacement and Deferred Maintenance Reserve; and,
b. Authorize $1,459,156 from the Infrastructure Replacement and Deferred Maintenance Reserve in Fiscal Year 2025- 2026 to be used on the Crown Valley Parkway Westbound Widening Project; and,
c. Authorize $1,277,037 from the Infrastructure Replacement and Deferred Maintenance Reserve in Fiscal Year 2026- 2027 to be used on the La Paz Road Mobility Enhancements & Permanent Repair, and,
d. Adopt the updated master fee schedule; and,
e. Adopt the proposed salary schedule from the salary study.
