Adoption of Resolution No. 2025-1508, Approving a Temporary Closure of Portions of El Lazo and Dorine Road for the Sea Country Festival and Portions of Crown Valley Parkway, Nueva Vista Drive, Adelanto Drive, La Paz Road, La Plata Drive, and Central Park Drive for the 2025 Holiday Parade
RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 2025-1508, approving a temporary closure of portions of El Lazo and Dorine Road for the Sea Country Festival and portions of Crown Valley Parkway, Nueva Vista Drive, Adelanto Drive, La Paz Road, La Plata Drive, and Central Park Drive for the 2025 Holiday Parade.
BACKGROUND
The Parks and Recreation Department has requested to temporarily close El Lazo and Dorine Road for the Sea Country Festival, a three-day festival between Friday, August 22, 2025, and Sunday, August 24, 2025. In addition, the Parks and Recreation Department has requested to temporarily close a portion of Crown Valley Parkway and surrounding streets for the 2025 Holiday Parade, which will take place on Saturday, December 13, 2025.
The adoption of Resolution No. 2025-1508 supports City Council Goal 1 (Public Safety), Goal 5 (Economic and Community Development), and Goal 6 (Communications and Community Outreach) of the City's adopted Strategic Plan.
ANALYSIS
To provide for the safety of the crews, vendors, and volunteers during the set-up and clean-up of both events, the following street closures are recommended.
Sea Country Festival
Staff recommends that the temporary closure be in place four days before and after the event. The street closure will start at 12:00 AM on Monday, August 18, 2025, and end at 11 :59 PM on Thursday, August 28, 2025. The temporary closure includes the following street segments:
• El Lazo from Amanda Road to Shelley Road
• Dorine Road from El Lazo to Aliso Creek Road
A vicinity map of the proposed street closure is provided in Attachment "A." Holiday Parade
Staff recommends the temporary street closure start at 5:00 AM and end at 2:00 PM on Saturday, December 13, 2025. The residential cross streets will be closed for accessible parking and accessible viewing areas. The temporary closure includes the following street segments:
• Crown Valley Parkway from Niguel Road to Moulton Parkway/Golden Lantern • Nueva Vista Drive from Crown Royale to Aloma Avenue
• Adelanto Drive from Crown Valley Parkway to Monte Verde Drive • La Paz Road from Kings Road to Crown Valley Parkway
• La Plata Drive from Crown Creek to Grace Church driveway (driveway to remain open)
• Central Park Drive from Crown Valley Parkway to Rue De Cezanne A vicinity map of the proposed street closure is provided in Attachment "B." Traffic control plans for the street closure were professionally prepared by a licensed engineer and reviewed and approved by the City. The Orange County Sheriff's Department will be assisting the Public Works Department with the implementation and monitoring of the street closures. The Parks and Recreation Department will notify area residents and businesses of the events and the temporary street closure.
Staff recommends that the City Council adopt Resolution No. 2025-1508 to approve the temporary road closures for the Sea Country Festival and Holiday Parade (Attachment C).
ALTERNATIVE CONSIDERED
The City Council may decide not to adopt Resolution No. 2025-1508. This alternative is not recommended because the street closure is necessary for the safety and protection of the crews, vendors, volunteers, and visitors of the Sea Country Festival and the 2025 Holiday Parade.
FISCAL REVIEW
The adopted Fiscal Years 2025-2027 Operating Budget provides adequate funding for the Sea Country Festival and the 2025 Holiday Parade temporary road closures.
LEGAL REVIEW
The City Attorney's Office has reviewed Resolution No. 2025-1508 and this staff report and has approved both documents as to form.
CONCLUSION
Staff recommends that the City Council adopt Resolution No. 2025-1508, approving a temporary closure of portions of El Lazo and Dorine Road for the Sea Country Festival and portions of Crown Valley Parkway, Nueva Vista Drive, Adelanto Drive, La Paz Road, La Plata Drive, and Central Park Drive for the 2025 Holiday Parade. ~o~

RESOLUTION NO. 2025-1508
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA NIGUEL,
CALIFORNIA, APPROVING A TEMPORARY CLOSURE OF PORTIONS OF EL LAZO
AND DORINE ROAD FOR THE SEA COUNTRY FESTIVAL AND PORTIONS OF
CROWN VALLEY PARKWAY, NUEVA VISTA DRIVE, ADELANTO DRIVE, LA PAZ ROAD, LA PLATA DRIVE, AND CENTRAL PARK DRIVE FOR THE 2025 HOLIDAY PARADE
WHEREAS, Vehicle Code Section 21101 (e) authorizes cities to temporarily close portions of streets for local special events when, in the opinion of the City Council, the closing is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing; and
WHEREAS, the City will be holding its Sea Country Festival between August 22, 2025, and August 24, 2025, with set up for the Festival beginning on August 18, 2025, and tear down ending on August 28, 2025; and
WHEREAS, the City will be holding its 2025 Holiday Parade on December 13, 2025, with set up for the Parade beginning at 5:00 AM on December 13, 2025, and tear down ending at 2:00 PM on the same day, December 13, 2025; and WHEREAS, the Sea Country Festival is a City-sponsored local special event held on public streets within the City where the community and others are invited to enjoy rides, games, and other entertainment; and
WHEREAS, the 2025 Holiday Parade is a City-sponsored local special event held on public streets within the City where the community and others are invited to participate as volunteers or spectators; and
WHEREAS, the Parks and Recreation Department has requested a temporary street closure to accommodate the Sea Country Festival and the 2025 Holiday Parade.
NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Laguna Niguel hereby resolves as follows:
1. Based on the facts set forth above and all available information, the City Council hereby finds that the temporary closure of portions of El Lazo and Dorine Road to vehicular traffic during the Sea Country Festival and portions of Crown Valley Parkway, Nueva Vista Drive, Adelanto Drive, La Paz Road, La Plata Drive, and Central Park Drive to vehicular traffic during the 2025 Holiday Parade are necessary for the safety and protection of persons who are to use the streets during the events.
2. That El Lazo be closed to vehicular traffic from Amanda Road to Shelley Road and that Dorine Road be closed from El Lazo to Aliso Creek Road from 12:00 AM Monday, August 18, 2025, to 11 :59 PM on Thursday, August 28, 2025.
3. That the following street segments be closed to vehicular traffic from 5:00 AM to 2:00 PM on Saturday, December 13, 2025.
• Crown Valley Parkway from Niguel Road to Moulton Parkway/Golden Lantern • Nueva Vista Drive from Crown Royale to Aloma Avenue
• Adelanto Drive from Crown Valley Parkway to Monte Verde Drive • La Paz Road Drive from Crown Creek to Grace Church driveway (driveway to remain open)
• Central Park Drive from Crown Valley Parkway to Rue De Cezanne
4. That before said closure shall occur, the Public Works Department, with assistance from the Orange County Sheriff's Department and Park and Recreation Department, shall provide all signing, barricades, and traffic control necessary for the closure acceptable to the City.
5. The Parks and Recreation Department shall notify area residents and businesses of the event and the temporary street closure.
6. This resolution is exempt from the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines Section 15301(c), existing facilities. El Lazo and Dorine Road are existing streets, and the proposed temporary closure of those streets during the Sea Country Festival. Crown Valley Parkway, Nueva Vista Drive, Adelanto Drive, La Paz Road, La Plata Drive, and Central Park Drive are existing streets, and the proposed temporary closure of those streets during the 2025 Holiday Parade constitutes a minor change in their operation. The temporary street closures will only affect a portion of the above-listed streets during a select number of days. Residents and businesses near the affected portions of the streets will continue to have access to their homes and businesses at all times.
