CITY OF LAGUNA NIGUEL

CITY COUNCIL AGENDA ITEM
To: Honorable Mayor and Council Members
FROM: Jacki Scott, Public Works Director/City Engineer
DATE: September 16, 2025
SUBJECT: Approval of Plans and Specifications for the Bus Shelter Replacement Project, Cash Contract No. 24-08, and Authorization to Advertise the Project for Bids

RECOMMENDATION
Staff recommends the City Council:

1. Approve the Plans and Specifications for the Bus Shelter Replacement Project, Cash Contract No. 24-08; and,

2. Authorize staff to advertise the project for bids.

BACKGROUND
In the City of Laguna Niguel, there are 31 bus shelters serving the active bus routes operated by the Orange County Transportation Authority (OCTA) along Golden Lantern, Moulton Parkway, Crown Valley Parkway, and Alicia Parkway. These shelters are more than 25 years old and need to be replaced. As part of the 2024 Strategic Plan update, the City Council directed staff to initiate the design for the new bus shelters.

On October 1, 2024, the City Council approved a contract with Kimley-Horn, Inc., to provide engineering designs services for the replacement of the bus shelters. As a complement to the City's Summer Trolley Program, one additional bus shelter to be installed at the Laguna Niguel/Mission Viejo Metrolink Station was identified.

The engineering design services by Kimley-Horn, Inc., included evaluation of the existing conditions, utility conflict identification, coordination with OCTA, and creation of bus shelter design renderings. They identified site-specific improvements including bus shelter placement details, lighting details, and foundation and sidewalk plans. Kimley- Horn's services also included project cost estimates, plans and specifications.

The recommended bus shelter design incorporates a pre-built, semi-customizable model by Tolar Manufacturing, Inc. Customizable features include a solid roof for shade, solar- powered lighting, perforated rear panels allowing for visibility and air flow, benches and waste receptacles, and City of Laguna Niguel branding and signage. The design also includes an option for Summer Trolley signage at the stops co-located with OCTA bus service, and the Metrolink Station. All aspects of the bus shelters were meticulously chosen so that the overall design is consistent with the City's existing standards, particularly complimenting the monument and roadway signs in the City's medians. A bus shelters location map is provided as Attachment "A" and the bus shelter design renderings are provided as Attachment "B".

Completion of the Bus Shelter Replacement Project supports City Council Goal 4 (Infrastructure and Technology) of the City's adopted Strategic Plan.

ANALYSIS
Some of the key features of the recommended bus shelter design include:
• "Laguna Niguel" in a font consistent with the City's existing monuments, placed on the vehicular approach side.
• The City Seal mounted on the rear panel.
• Powder-coated shelter in a color complimentary to the City's existing monuments. • Powder-coated benches and waste receptacles matching the Citywide standard and in a complimentary color.
• Solar-powered lighting for evening use.
• A display case to provide City information.

The Bus Shelter Replacement Project includes removal of the existing bus shelters, removal and replacement of concrete sidewalks and drainage, foundations for the new shelters, and the procurement and installation of 32 new bus shelters, benches and waste receptacles. A copy of the Bus Shelter Replacement Project Plans and Specifications are available at the City Clerk's Office for examination and review.

Staff has coordinated with OCTA on both the design of the bus shelters and the anticipated construction schedule for the project. OCTA has reviewed the project plans and determined the project is in conformance with OCTA's bus stop safety and design standards. Additionally, OCTA has approved either a short-term closure or relocation of bus stop locations during construction. Staff will continue to closely coordinate with OCTA throughout construction.

Staff will develop a robust community outreach plan to inform the public of project status and any short-term impacts to individual bus stop locations. OCTA will also post advanced public notice of any bus shelter impacts during construction on its website.

Page 3 ends

Construction is anticipated to begin in Spring 2026 with initiation of removals and site improvements. The project is anticipated to be completed in late Fall 2026.

This project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines - California Code of Regulations, Chapter 3 (Guidelines for Implementation of CEQA), Article 19 (Categorical Exemptions), Section 15301 (Existing Facilities), subsection (c).

ALTERNATIVE CONSIDERED
The City Council could direct staff to defer the project to a future date. Staff does not recommend this alternative as the existing bus shelters would remain in their present condition and likely deteriorate further until the project is completed at a future date.

FISCAL REVIEW
The engineer's estimate for this project is $1,775,000 including a 20% contingency for unforeseen work or change orders. There are adequate funds available in the Fiscal Year 2025-27 Capital Improvement Program budget to complete this project. It should be noted that five of the 32 bus shelters will be bid as 'add-alternates' to ensure the project meets the City's approved funding allocation. The project cost is funded with General Funds.

LEGAL REVIEW
No legal review is required for this report.

CONCLUSION
Staff recommends the City Council:

1. Approve the Plans and Specifications for the Bus Shelter Replacement Project, Cash Contract No. 24-08; and,

2. Authorize staff to advertise the project for bids.
