CITY COUNCIL AGENDA ITEM
Honorable Mayor and Council Members
Jacki Scott, Public Works Director/City Engineer
November 18, 2025
Adoption of Resolution No. 2025-1513, Certifying the City has the Resources to Fund Projects included in the Federal FY 2026/27 - 2031 /32 Federal Transportation Improvement Program

RECOMMENDATION
Staff recommends that the City Council Adopt Resolution No. 2025-1513, certifying the City has the resources to fund the projects in the Federal FY 2026/27 - 2031/32 Federal Transportation Improvement Program and affirming its commitment to implement all projects in the program.

BACKGROUND
The Federal Transportation Improvement Program {FTIP) is a federally mandated program of all surface transportation projects that will receive federal funding. The FTIP is a comprehensive listing of such transportation projects proposed over a six-year period.

The Southern California Association of Governments (SCAG) is the organization responsible for submitting the FTIP to the California Department of Transportation {Caltrans) and the federal funding agencies, in partnership with the six county transportation commissions in its region.

The FTIP is developed in compliance with State and Federal requirements. SCAG evaluates regionally significant transportation projects for alignment with their Regional Transportation Plan {RTP), to improve mobility and air quality throughout California. Such projects include highway improvements, transit, rail and bus facilities, high occupancy vehicle lanes, signal synchronization, intersection improvements, freeway ramps, and mobility improvements.

The Orange County Transportation Authority (OCTA), which is the county transportation commission encompassing Laguna Niguel, has responsibility under State law for documenting projects in its jurisdiction. Using the current RTP's policies, programs, and projects as a guide, the OCT A reviews project submittals by cities and other local agencies and develops a prioritized lists of projects. This project list is then submitted to SCAG for incorporation into the RTP, which in turn, develops the FTIP sent to Caltrans.

Inclusion on the FTIP allows a proposed project to become eligible to receive Federal and State funding.

ANALYSIS
The City was previously awarded Federal and State grant funds to address infrastructure and mobility needs for two Capital Improvement Projects: 1) the La Paz Road Mobility Enhancements and Permanent Repcilir Project and 2) the Oso Creek Trail Active Transportation Improvement Project.

In order to receive these grant funds, these projects must be included in the FTIP. The City is also obligated to confirm that it has the resources to fund the required local share or match for the projects and will implement the projects. Adoption of the attached Resolution No. 2025-1513 will provide these required confirmations.

ALTERNATIVES CONSIDERED
The City Council may decide not to adopt Resolution No. 2025-1513. This alternative is not recommended as the City would not be in compliance with the FTIP requirements and may jeopardize receipt of the grant funds.

FISCAL REVIEW
The Fiscal Years 2025-27 Capital Improvement Program includes funding for the required City matching funds for both the La Paz Road Mobility Enhancements and Permanent Repair Project and the Oso Creek Trail Active Transportation Improvement Project.

LEGAL REVIEW
The City Attorney's Office has approved the resolution as to form.

CONCLUSION
Staff recommends that the City Council adopt Resolution No. 2025-1513, certifying the City has the resources to fund the projects in the Federal FY 2026/27 - 2031/32 Federal Transportation Improvement Program and affirming its commitment to implement all projects in the program.
