WELCOME TO THE REGULAR MEETING OF THE CITY COUNCIL.
Regular City Council meetings are held on the first and third Tuesday of every month at 7:00 p.m. in the Council Chambers at City Hall (6:00 p.m. or prior to the Regular City Council meeting for Closed Session). Regular meetings are open for the public to attend the meeting; however, in- person seating is limited.
Regular City Council meetings are aired live on Cox Cable Channel 853, AT&T U-Verse Channel 99 and on the City’s YouTube Channel at www.youtube.com/cityoflagunaniguel . Rebroadcasted meetings are available for viewing on: Cox Cable /AT&T U -Verse channels at 6:00 p.m. daily following each meeting ; the City’s Website at www.cityoflagunaniguel.org ; and on the City’s YouTube Channel.
Any person wishing to address the City Council is respectfully asked to complete and present a gold-colored, “Request to Speak” form to the City Clerk at the meeting. Forms are available on the counter located inside the Council Chambers . The time limit will be established by the Mayor. To allow equal time for speakers, minutes may not be given to another speaker. If you are unable to attend the meeting, you may have another person read your written statement. The City Council may establish a time limit on all public comments of not less than one half hour.
Any documents pertaining to items on the agenda that are provided to the City Council prior to 4:00 p.m. on the day of the City Council meeting will be available for public review at the counter that is located inside the Council Chambers.

Staff recommends that the City Council receive and file the City of Laguna Niguel Investment Report as of February 28, 2026.
4. Minutes of the Regular City Council Meeting on March 17, 2026
Recommendation
Approve as written or amended.
5. Approval of Amendment No. 2 to the On- Call Professional Services Agreement with Iteris, Inc. for the La Paz Road and Cabot Road Regional Traffic Signal Synchronization Program Projects
Recommendation
Staff recommends that the City Council:
1. Approve Amendment No. 2 to the On-Call Professional Services Agreement (On-Call PSA) with Iteris, Inc. to provide project management, design, and construction support services for the La Paz Road and Cabot Road Regional Traffic Signal Synchronization Program Projects for a not-to-exceed amount of $587,410; and,
2. Approve a not -to-exceed 10% contingency in the amount of $58,741 for

unforeseen conditions or extra work, and authorize the Public Works Director/City Engineer to approve additional work, for a total not -to-exceed amount of $646,151, if needed; and,
3. Authorize the City Manager to execute Amendment No. 2 to the On -Call Professional Services Agreement with Iteris, Inc., subject to the City Attorney making non-substantive changes.
6. Approval of Cooperative Agreement with the Cities of Aliso Viejo, Laguna Hills, and Mission Viejo for the Alicia Parkway Regional Traffic Signal Program Project
Recommendation
Staff recommends that the City Council:
1. Approve the Cooperative Agreement by and between the City of Laguna Niguel and the Cities of Aliso Viejo, Laguna Hills, and Mission Viejo for the Alicia Parkway Regional Traffic Signal Synchronization Program Project;
2. Authorize the Mayor and the City Clerk to execute the agreement; and,
3. Authorize the City Manager to execute future amendments to the agreement.
7. Approval of New Waste Disposal Agreement with the County of Orange
Recommendation
Staff recommends that the City Council:
1. Approve the WISE Agreement with the County of Orange for municipal solid waste disposal rates and services; and
2. Authorize the City Manager to execute the agreement with the County of Orange, subject to the City Attorney making non-substantive changes.
8. City Sponsorship of Dana Hills High School and Aliso Niguel High School Grad Nite 2026
Recommendation
Staff recommends that the City Council:
1. Approve a sponsorship donation of $3,000 to the Dana Hills High School Grad Nite Committee; and,
2. Approve a sponsorship donation of $ 3,000 to the Aliso Niguel High School Grad Nite Committee.

1. Recodification of the Laguna Niguel Municipal Code – Title 8 Updates
Recommendation
Staff recommends that the City Council review and provide direction regarding the recodification of the Laguna Niguel Municipal Code – Title 8.
PUBLIC HEARING ITEM
1. Public Hearing to Consider the Draft Community Development Block Grant (CDBG) Annual Action Plan for FY 2026-2027
Recommendation
Staff recommends that the City Council:
1. Open the public hearing and receive testimony;
2. Consider the Draft FY 2026- 2027 Action Plan and make any desired changes; and,
3. Direct that the FY 2026- 2027 Action Plan, with any changes, be placed on the May 5, 2026, City Council Agenda for final adoption.
