RECOMMENDATION
Staff recommends that the City Council:

1. Approve Amendment No. 2 to the On-Call Professional Services Agreement (On Call PSA) with lteris, Inc. to provide project management, design, and construction support services for the La Paz Road and Cabot Road Regional Traffic Signal Synchronization Program Projects for a not-to-exceed amount of $587,41 O;

2. Approve a not-to-exceed 10% contingency in the amount of $58,741 for unforeseen conditions or extra work, and authorize the Public Works Director/City Engineer to approve additional work, for a total not-to-exceed amount of $646,151, if needed; and,

3. Authorize the City Manager to execute Amendment No. 2 to the On-Call PSA with lteris, Inc., subject to the City Attorney making non-substantive changes.

BACKGROUND
In 1990, Orange County voters approved Measure M, a 20-year half-cent local transportation sales tax. Then in 2006, Orange County voters approved the renewal of the Measure M half-cent transportation sales tax, known as Measure M2, through 2041.

The Orange County Transportation Authority (OCTA) distributes Measure M2 funds on a formula basis or through a competitive process. The Comprehensive Transportation Funding Programs (CTFP) is the mechanism by which OCTA administers competitive funding for streets and roads projects. The Regional Traffic Signal Synchronization Program (RTSSP) under CTFP provides funds to improve traffic flow, reduce congestion, and reduce greenhouse gas emissions along key corridors and across multiple jurisdictions in Orange County.

Page2
La Paz Road Regional Traffic Signal Synchronization Project In April 2025, OCTA approved approximately $1 .9 million in CTFP grant funding for the La Paz Road RTSSP, led by the City of Laguna Niguel in partnership with Caltrans, City of Laguna Hills, City of Aliso Viejo, and City of Mission Viejo. This regional corridor is approximately 8 miles long from Olympiad Road/Felipe Road to Crown Valley Parkway and includes a total of 33 signalized intersections, 8 of which are in the City of Laguna Niguel. A vicinity map of the signalized intersections along La Paz Road is provided as Attachment "A". The project includes new fiber optic communication, signal cabinets, traffic signal controllers, closed-circuit television (CCTV) cameras, and hybrid video/radar vehicle detection equipment at several intersections along the corridor within Laguna Niguel.

La Paz Road is identified as a project corridor in OCTA's adopted Traffic Signal Synchronization Master Plan and the City's adopted Local Signal Synchronization Plan.

Cabot Road Regional Traffic Signal Synchronization Project OCTA also approved approximately $829,000 in CTFP grant funding last year for the Cabot Road RTSSP, also led by the City of Laguna Niguel in partnership with Caltrans, City of Laguna Hills, and City of Mission Viejo. This regional corridor is approximately 3.5 miles long from La Paz Road to Paseo De Colinas and includes a total of 16 signalized intersections, 8 of which are in the City of Laguna Niguel. A vicinity map of the signalized intersections along Cabot Road is provided as Attachment "B". The project includes new fiber optic communication, signal cabinets, traffic signal controllers, closed-circuit television (CCTV) cameras, and hybrid video/radar vehicle detection equipment at several intersections along the corridor within Laguna Niguel.

Cabot Road is identified as a project corridor in OCTA's adopted Traffic Signal Synchronization Master Plan and the City's adopted Local Signal Synchronization Plan.

These grant-funded capital improvement projects support City Council Goal 2 (Fiscal Sustainability) and Goal 4 (Infrastructure and Technology) of the City's adopted Strategic Plan.

ANALYSIS
In November 2025, the City issued a Request for Proposals (RFP) to provide project management and engineering services for the combined La Paz Road and Cabot Road RTSSP Projects. The scope of work to deliver the project includes but is not limited to the following tasks:
• Project management during the design, construction, and maintenance phases; • Development of Cooperative Agreements with participating agencies; • Development of plans, specifications, and estimates (PS&E); • Monthly progress meetings with participating agencies; • Project cost tracking and weekly status reports;

Page 3 ends

• Permitting and regulatory compliance;
• Grant administration, reporting, and invoicing;
• System training and commissioning; and,
• Development of a Final Report.

In response to the RFP, the City received proposals from four qualified consultants. The proposals were evaluated and ranked on the following five categories: key personnel, project approach, project schedule and controls, references and relevant experience, and cost. Pursuant to Laguna Niguel Municipal Code Section 3-6-8, professional services contracts shall be awarded on the basis of the demonstrated competence of the service providers, and on the service provider's professional qualifications necessary for the satisfactory performance of the services required, and on the fairness and reasonableness of the cost of the services to the City and shall not be awarded solely on the basis of cost.

The following table displays the consulting firms and the evaluation ranking for all of the proposals received.

Rank Consultant
1 lteris, Inc. (Recommended)
2 AGA EnQineers, Inc.
3 Kimley-Horn and Associates, Inc.
4 Advantec Consulting Engineers, Inc.

The top two consultants were interviewed by staff on January 29, 2026. After a thorough evaluation, it was determined that lteris, Inc., is the most qualified firm to lead this effort.

Their expertise and experience with similar projects within Orange County and their experience as the City's on-call traffic engineering consultant provides them with unique knowledge of the City to deliver exemplary service to the community. The City also received positive reference checks for lteris, lnc.'s past project performances. Staff negotiated a fee with lteris, Inc. to obtain the best overall value for the requested services.

Staff recommends that the City Council approve Amendment No. 2 to the On-Call Professional Services Agreement with lteris, Inc. in the amount of $587,410 for the La Paz Road and Cabot Road RTSSP Projects (Attachment "C"). Staff is also recommending that the City Council approve a 10% contingency for any unforeseen circumstances or extra work, in the amount of $58,741, for a total not-to-exceed contract amount of $646,151. The projects are expected to begin in June 2026 with an estimated completion in 2028.

ALTERNATIVES CONSIDERED
The City Council may decide not to approve Amendment No. 2 with lteris, Inc. and readvertise the RFP. Staff believes that reissuing the RFP will not result in more desirable proposals. Additionally, readvertising the project may create delays to the project schedule and put the City at risk of not meeting the mandatory OCTA milestone Page4
completion dates. Funds may be subject to forfeiture if the completion deadlines are not met.

FISCAL REVIEW
There is sufficient funding in the Fiscal Year 2025-26 Capital Improvement Program project budget to cover the cost of Amendment No. 2 to the On-Call PSA with lteris, Inc.

The City of Laguna Niguel, as the lead agency, is responsible for seeking reimbursement payments from OCTA and the participating agencies for completed work. Each participating city covers its proportionate share of the project costs.

La Paz Road Proiect Funding Summarv
Estimated Total Project Cost $2,416,000
Measure M2 Grant Funds $1,933,000
Other Cities' Match $350,000
City of Laguna Niguel's Match $133,000 (General Funds)
Cabot Road Project Funding Summary
Estimated Total Project Cost $1,036,000
Measure M2 Grant Funds $829,000
Other Cities' Match $114,000
City of Laguna Niguel's Match $93,000 (General Funds)

LEGAL REVIEW
The City Attorney's Office has reviewed Amendment No. 2 and has approved it as to form.

CONCLUSION
Staff recommends that the City Council:

1. Approve Amendment No. 2 to the On-Call Professional Services Agreement (On Call PSA) with lteris, Inc. to provide project management, design, and construction support services for the La Paz Road and Cabot Road Regional Traffic Signal Synchronization Program Projects for a not-to-exceed amount of $587,41 O;
