Investment Report as of March 31, 2026

RECOMMENDATION
Staff recommends that the City Council receive and file the City of Laguna Niguel Investment Report as of March 31, 2026.

BACKGROUND
The City Investment Policy requires the City Manager to submit an Investment Report monthly to the City Council that contains a summary of investment transactions, including investment types, percent of portfolio, yield, purchase date, maturity date, issuer or institution, par and dollar amount invested, market value, source of market valuation, the portfolio's average weighted yield and maturity, and a description of any local agency funds or investments under the management of contracted parties.

Submission of, and the City Council's action of receiving and filing this report, addresses Goal #2, fiscal sustainability, in the City's Strategic Plan.

ANALYSIS
The Federal Open Market Committee (FOMC) concluded their most recent meeting on April 29, 2026, and elected to leave the federal funds rate unchanged at a target of 3.50-

3. 75%. The next meeting will be held on June 17, 2026. Both the five-year and ten-year treasury rates rose on the announcement. The five-year treasury rate now stands at

4.03%, near year-to-date highs in 2026 (Figure 1 ). The Treasury rates experienced a large increase in March and have largely maintained those levels in April. That period has been highlighted in the red box on Figure 1 for convenience.

After the conclusion of the meeting, the CME Fed Watch Tool is predicting a nearly 90% chance that the Fed Funds rate is at or above current levels (Figure 2).

It is also worth noting that the term for the current FOMC Chair, Jerome Powell, ends on May 15, 2026, and the April meeting was likely the last meeting he would participate in that capacity. Chair Powell did indicate he intends to stay on the Committee as a voting member when his term as Chair expires. Kevin Warsh has been nominated to succeed Jermoe Powell as the next Chair to the Committee.

City staff actively monitor the interest rate environment and utilize the City's investment policy and long-term predictions to provide the strongest return possible while maintaining safety and liquidity in the portfolio. In March, the City moved $4.1 million from money market funds to the state Local Agency Investment Fund (LAIF) to take advantage of the additional yield offered with LAIF. Both the money market funds and LAIF are considered short-term investments, and the City utilizes them in nearly the same way. However, the yield with LAIF at the end of April was 3.826%, while the money market yield was 3.560%.

That change will generate nearly $1,000 per month in additional interest income.

Page3
As of the end of March, the City's average weighted yield of the portfolio exceeded each of the benchmark indexes the City has historically used (US Treasury Rates of 6-months, 1-year and 5-years and LAIF).

Benchmark Comparison:

The City's portfolio continues to be in a strong position. City staff is actively evaluating potential investment options now that treasury rates have started to increase.

The City's section 115 Trust balance was $2.55 million at the end of March 2026.

The following table compares the portfolio balance for the prior two months:

Portfolio Balance Last Month Current Month Difference
Balance $57,413,239 $57,169,087 ($244,152)
• Over the past month, total cash and investments declined by $244,152, which was anticipated by City staff. The County does has not historically allocated large portions of property taxes in March. Because property taxes account for over 50% of General Fund revenues annually, months without significant tax distributions typically result in temporary decreases in the City's total cash and investment balances.
• Although LAIF yields continue to be on a downward trend, the LAIF yield is higher than money market options available to the City. To capture additional yield without sacrificing safety or liquidity, City staff transferred an additional $4.1 million into LAIF during the month of March. As a result, the percentage of pooled investments in LAIF increased to 7.37%, representing the highest portion of the portfolio since April 2023.
• The average weighted maturity of City investments, including investment pools and money market funds, decreased to 1,449 days. The average weighted maturity for the portfolio, excluding money market funds, is 1,705 days.

Average weighted maturity is calculated by multiplying the days remaining to maturity of each investment by its cost and dividing by the total portfolio cost. • The net LAIF yield declined from 3.871 % to 3.826%, marking the nineteenth consecutive monthly decline. The net yield of money market funds in the City's safekeeping account increased from 3.550% to 3.560%. The LAIF/PMIA rate now slightly exceeds the federal funds rate, with both displaying a downward trend based on the most recent State Controller data (Figure 3)

• The City's average weighted yield, including investment pools and money market funds, increased from 4.016% to 4.040%, driven primarily by the reallocation of funds from money market accounts into LAIF, which currently offers a higher return. The City's weighted-average yield is calculated by dividing total portfolio investment earnings by the total portfolio cost, inclusive of investment pools and money market funds.

The monthly Investment Report as of March 31, 2026, is attached.

ALTERNATIVES CONSIDERED
