CITY COUNCIL AGENDA ITEM
Honorable Mayor and Council Members
Tamara S. Letourneau, City Manager
August 4, 2026
Investment Report as of June 30, 2026

RECOMMENDATION
Staff recommends that the City Council receive and file the City of Laguna Niguel Investment Report as of June 30, 2026.

BACKGROUND
The City Investment Policy requires the City Manager to submit an Investment Report monthly to the City Council that contains a summary of investment transactions , including investment types, percent of portfolio, yield, purchase date, maturity date, issuer or institution, par and dollar amount invested, market value, source of market valuation , the portfolio's average weighted yield and maturity, and a description of any local agency funds or investments under the management of contracted parties.

Submission of, and the City Council's action of receiving and filing this report, addresses Goal #2, fiscal sustainability , in the City's Strategic Plan.

ANALYSIS
The most recent Federal Open Market Committee (FOMC) meeting concluded on July 29, 2026. The Federal Reserve left the federal funds rate unchanged again, at a target of

3.50 to 3. 75%. The vote in favor of keeping the rates as is was 9-3, with the three dissenting votes in favor of a 0.25% rate increase.

The CME FedWatch tool is predicting a 62% chance the Federal Funds rate is increased by 0.25% at the next FOMC meeting (Figure 1 ), and just a 16% chance the Federal Funds rate stays at its current level through 2026 (Figure 2).

The City's portfolio continues to be in a strong position. Upward pressure on interest rates will increase the yield offered by LAIF, as the state will be able to purchase securities at a higher yield. Additionally, higher rates will allow the City to continue to evaluate the portfolio and capture higher yields for longer time periods. The City just has one security maturing in Fiscal Year 2026-27, however, as property taxes are received, the composition of the portfolio will allow the City to look for securities in the five to ten-year maturity period, which could provide substantial yield based on current projections. The 10-year yield is above 4.60% at the time of this report. It was below 4.00% as recently as March 2026.

The City's average weighted yield of 4.038% exceeded the yields of LAIF, the 1-year Treasury, and the 6-month Treasury benchmark while remaining near the 5-year Treasury yield.

Benchmark Comparison:

City Portfolio 5-Year ·1-Year 6-Month LAIF

4.038% 4.190% 3.980% 4.01% 3.816%
The City's section 115 Trust balance was $2. 73 million at the end of June 2026, increasing nearly 37% since the original investment of $2.0 million.

The following table compares the portfolio balance for the prior two months:
• Over the past month, total cash and investments decreased by $1,551,907, which was anticipated by City staff. The County historically does not receive large allotments of property taxes in the month of June. Because property taxes account for over 50% of General Fund revenues annually, months that do not include significant tax distributions typically result in overall decreases in the City's total cash and investment balances.
• LAIF yields continue to exceed the money market alternatives available to the City. To capture additional yield without sacrificing safety or liquidity, City staff has deposited the majority of the funds intended for short-term cash flows with LAIF. As a result, the percentage of pooled investments in LAIF stands at

16.91 % of the overall portfolio.
• The average weighted maturity of City investments, including investment pools and money market funds, decreased to 1,236 days. The average weighted maturity for the portfolio, excluding money market funds, is 1,550 days.

Average weighted maturity is calculated by multiplying the days remaining to • maturity of each investment by its cost and dividing by the tot~I portfolio cost.

Page 4 ends

• The net LAIF yield increased for the first time in nearly two years, from 3.810% to 3.816%. As the five-year yield has increased and remained elevated since March, staff anticipates the LAIF yield to gradually increase as well. The net yield of money market funds in the City's safekeeping account decreased from

3.530% to 3.490%. The LAIF/PMIA rate now slightly exceeds the federal funds rate based on the most recent State Controller data (Figure 3).

• The City's average weighted yield, including investment pools and money market funds, increased from 4.023% to 4.038%, mostly due to a decrease in the overall portfolio. Any short-term decreases come from either LAIF or the money market accounts, which are among the lowest yielding investments of the portfolio. The weighted yield, excluding money markets and LAIF remained

4.106%. The City's average weighted yield is calculated by dividing total portfolio investment earnings by the total portfolio cost, inclusive of investment pools and money market funds.

The monthly Investment Report as of June 30, 2026, is attached.

ALTERNATIVES CONSIDERED
