RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 2026-1536 , approving a temporary closure of portions of Dorine Road and Aliso Creek Road for the 2026 Sea Country Festival.
BACKGROUND
The Parks and Recreation Department has requested to temporarily close Dorine and Aliso Creek Road for the Annual Sea Country Festival, a three-day festival between Friday, August 21 , 2026, and Sunday, August 23, 2026. The adoption of Resolution No. 2026-1536 supports City Council Goal 1 (Public Safety), Goal 5 (Economic and Community Development), and Goal 6 (Communications and Community Outreach) of the City's adopted Strategic Plan.
ANALYSIS
To provide for the safety of the crews, vendors, and volunteers during the set-up and clean-up for the Sea Country Festival, staff recommends that a temporary street closure be in place approximately one and one-half (1.5) days before and after the event. The street closure will start at 3:30 AM on Thursday, August 20, 2026, and end at 5:00 AM on Tuesday , August 25, 2026. The temporary closure includes the following street segments:
• Southbound lanes of Dorine Road between El Lazo and Aliso Creek Road. • Aliso Creek Road Between Dorine Road and Alicia Parkway.
A vicinity map of the proposed street closure is provided in Attachment "A."
ALTERNATIVES CONSIDERED
The City Council may decide not to adopt Resolution No. 2026-1536. This alternative is not recommended because the street closure is necessary for the safety and protection of the crews, vendors, volunteers, and visitors during the Sea Country Festival.
FISCAL REVIEW
The adopted Fiscal Years 2025-2027 Operating Budget provides adequate funding for the Sea Country Festival.
LEGAL REVIEW
The City Attorney's Office has reviewed this report and Resolution 2026-1536 and has approved both documents as to form.
CONCLUSION
Staff recommends that the City Council adopt Resolution No. 2026-1536 , approving a temporary closure of portions of Dorine Road and Aliso Creek Road for the 2026 Sea Country Festival.

RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LAGUNA NIGUEL, CALIFORNIA,
APPROVING A TEMPORARY CLOSURE OF PORTIONS OF
DORINE ROAD AND ALISO CREEK ROAD FOR
THE 2026 SEA COUNTRY FESTIVAL
WHEREAS, Vehicle Code Section· 21101 (e) authorizes cities to temporarily close portions of streets for local special events when, in the opinion of the City Council, the closing is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing; and
WHEREAS, the City will be holding its Sea Country Festival between August 21, 2026, and August 23, 2026, with set up for the Festival beginning on August 20, 2026, and tear down ending on August 25, 2026; and
WHEREAS, the Sea Country Festival is a City-sponsored local special event held on public streets within the City where the community and others are invited to enjoy rides, games, and other entertainment; and
WHEREAS, the Parks and Recreation Department has requested a temporary street closure to accommodate the 2026 Sea Country Festival.
NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Laguna Niguel hereby resolves as follows:
1. Based on the facts set forth above and all available information, the City Council hereby finds that the temporary closure of portions of Dorine Road and Aliso Creek Road to vehicular traffic during the Sea Country Festival are necessary for the safety and protection of persons who are to use the streets during the events.
2. That southbound lanes of Dorine Road to be closed to vehicular traffic from El Lazo to Aliso Creek Road and that Aliso Creek Road be closed from Dorine to Alicia Parkway from 3:30 AM Thursday, August 20, 2026, to 5:00 AM on Tuesday, August 25, 2026.
3. That before said closure shall occur, the Public Works Department, with assistance from the Orange County Sheriff's Department and Parks and Recreation Department, shall provide all signing, barricades, and traffic control necessary for the closure acceptable to the City.
4. The Parks and Recreation Department shall notify area residents and businesses of the event and the temporary street closure.
5. This resolution is exempt from the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines Section 15301 (c), existing facilities. Dorine Road and Aliso Creek Road are existing streets, and the proposed temporary closure of those streets during the Sea Country Festival constitutes a minor change in their operation. The temporary street closures will only affect a portion of the above listed streets during a select number of days. Residents and businesses near the affected portions of the streets will continue to have access to their homes and businesses at all times.
