CITY OF LAGUNA NIGUEL

CITY COUNCIL AGENDA ITEM
Honorable Mayor and Council Members
Tamara S. Letourneau, City Manager
September 15, 2026
Investment Report as of July 31 , 2026

RECOMMENDATION
Staff recommends that the City Council receive and file the City of Laguna Niguel Investment Report as of July 31, 2026.

BACKGROUND
The City Investment Policy requires the City Manager to submit an Investment Report monthly to the City Council that contains a summary of investment transactions, including investment types, percent of portfolio, yield, purchase date, maturity date, issuer or institution, par and dollar amount invested, market value, source of market valuation, the portfolio's average weighted yield and maturity, and a description of any local agency funds or investments under the management of contracted parties.

Submission of, and the City Council's action of receiving and filing this report, addresses Goal #2, fiscal sustainability, in the City's Strategic Plan.

ANALYSIS
There were no Federal Open Market Committee (FOMC) meetings during August. The next FOMC meeting is scheduled for September 15-16, 2026, with the Committee's policy decision expected on September 16. In anticipation of a potential rate increase, U.S.

Treasury yields have continued to rise. Since the end of February 2026, the five-year Treasury yield has increased from 3.51 % to 4.55% as of September 1, 2026 (Figure 1 ).

While changes in market interest rates are difficult to predict, the recent increase in U.S.

Treasury yields has created new investment opportunities for the City's portfolio. As securities mature and proceeds become available for reinvestment, the City is well positioned to take advantage of the higher rate environment. By thoughtfully extending maturities where appropriate and consistent with the City's Investment Policy, the City can lock in higher yields for longer periods, enhancing future investment earnings while maintaining the safety and liquidity objectives of the portfolio. The City will continue to monitor market conditions and evaluate opportuniti~s to strategically position the portfolio to maximize returns within its prudent investment framework.

The CME FedWatch Tool indicates a 50.4% probability that the Federal Funds Rate will be increased by 25 basis points at the September meeting (Figure 2), and just a 17% chance the Federal Funds rate stays at its current level through 2026.

Target Rate (in bps)
The City's investment portfolio continues to be well positioned. Higher interest rates have increased yields available through the Local Agency Investment Fund (LAIF), as the State is able to purchase new securities at more attractive rates. Elevated rates also provide opportunities for the City to lock in higher yields for longer investment horizons. Currently, only one security in the portfolio is scheduled to mature during Fiscal Year 2026-27, 2026-

representing approximately $1.0 million, or 1.7% of the portfolio. As property tax revenues are received and additional funds become available for investment, the City's portfolio structure provides flexibility to pursue securities with maturities in the five- to ten-year range. Based on current market conditions and yield projections, these longer-term investments could provide meaningful future earnings while maintaining compliance with the City's investment objectives and liquidity needs.

The City's average weighted yield of 4.067% exceeded the yields of LAIF and the 6-month Treasury, while trailing the 1-year and 5-year Treasury yields.

Benchmark Comparison:

The City's section 115 Trust balance was $2. 70 million at the end of July 2026, a slight decrease from the $2.73 million balance at the end of June 2026.

The following table compares the portfolio balance for the prior two months:
• Over the past month, total cash and investments decreased by $5.6 million, a change that was anticipated by City staff. The City contracts with the Orange County Sheriff's Department (OCSD) for police services. Each June, OCSD billing is temporarily held pending completion of an annual reconciliation process performed by the OCSD Finance Department that compares actual amounts spent versus budgeted billings.

Once finalized in early to mid-July, both the reconciled June invoice and the July invoice are issued. While the City historically receives a favorable true up adjustment, the timing of these invoices results in nearly two full OCSD monthly payments being made in July, totaling approximately $3 million. Additionally, several large full year invoices are paid in advance in July, such as the CalPERs annual unfunded liability payment, and the City's General and Property liability insurance, accounting for an additional $1.5 million in total. Furthermore, the City typically does not receive significant property tax distributions during the month of July. Because property taxes account for more than 50% of annual General Fund revenues, months without major tax receipts generally result in a decline in the City's overall cash and investment balances. •
• LAIF yields continue to exceed the money market alternatives available to the City and have started to rise again with the overall Treasury yields on the rise. The percentage of pooled investments in LAIF stands at 10.90% of the portfolio, decreasing from 16.91 % last month. This is the result of the overall decrease in cash discussed earlier.

Page 4 ends

• The average weighted maturity of City investments, including investment pools and money market funds, increased to 1,329 days, predominantly due to the decreased balance in LAIF. The average weighted maturity for the portfolio, excluding money market funds, is 1,521 days. Average weighted maturity is calculated by multiplying the days remaining to maturity of each investment by its cost and dividing by the total portfolio cost.
• The net LAIF yield increased for the second consecutive month, from 3.816% to

3.840%. As the five-year yield has increased and remained elevated since March 2026, staff anticipates the LAIF yield to gradually increase as well. The net yield of money market funds in the City's safekeeping account increased from 3.530% to

3.590%. The LAIF/PMIA rate now slightly exceeds the federal funds rate based on the most recent State Controller data (Figure 3)

• The City's average weighted yield, including investment pools and money market funds, increased from 4.038% to 4.067%, primarily because cash outflows reduced balances held in lower-yielding investments such as LAIF and money market accounts. As a result, higher-yielding fixed-income securities comprised a larger percentage of the overall portfolio. The average weighted yield, excluding money markets and LAIF, remained at 4.106%. The City's average weighted yield is calculated by dividing total portfolio investment earnings by the total portfolio cost, inclusive of investment pools and money market funds.

The monthly Investment Report as of July 31 , 2026, is attached.

ALTERNATIVES CONSIDERED
