CITY OF LAGUNA NIGUEL
CITY COUNCIL AGENDA ITEM
Honorable Mayor and Council Members
Tamara S. Letourneau, City Manager
October 6, 2026
Investment Report as of August 31 , 2026
RECOMMENDATION
Staff recommends that the City Council receive and file the City of Laguna Niguel Investment Report as of August 31 , 2026.
BACKGROUND
The City Investment Policy requires the City Manager to submit an Investment Report monthly to the City Council that contains a summary of investment transactions, including investment types, percent of portfolio, yield, purchase date, maturity date, issuer or institution, par and dollar amount invested, market value, source of market valuation, the portfolio's average weighted yield and maturity, and a description of any local agency funds or investments under the management of contracted parties.
Submission of, and the City Council's action of receiving and filing this report, addresses Goal #2, fiscal sustainability, in the City's Strategic Plan.
ANALYSIS
The Federal Open Market Committee (FOMC) met on September 15-16, 2026, and unanimously voted to increase the federal funds target range by 25 basis points to 3. 75%-
4.00%, marking the first rate increase since 2023. The increase was largely predicted by the markets, and the latest data from the CME FedWatch Tool suggests the market is predicting another rate increase before the end of the year, despite just two meetings left before the end of the year (Figure 1 ).
The five-year Treasury rate has remained elevated since March 2026, increasing from
3.51 % yield on February 28, 2026, to 5.06% yield as of the end of September 2026, representing a sharp increase in Treasury yields (Figure 2). September 2026 is the first time the Five-year Treasury yields were above 5% since 2007.

A year ago, Federal Reserve projections indicated a gradual easing cycle during 2026, with the federal funds rate expected to decline to approximately 3.40% by year-end, as reflected in the dot plot shown in Figure 3. Instead, inflation has proven more persistent than anticipated, prompting the Federal Reserve to increase rates in September 2026 and leading markets to price in the possibility of additional tightening. This reversal has created an attractive opportunity for the City to lock in higher yields for longer periods,
positioning the portfolio to generate strong investment earnings in the years ahead.

The City's portfolio achieved a weighted average yield of 4.074%, exceeding LAIF and the 6-Month Treasury benchmark, while remaining below the 1-Year and 5-Year Treasury benchmarks, which have steadily risen since March 2026.
Benchmark Comparison:
City Portfolio 5-Year 1-Year 6-Month LAIF
Treasury Treasury Treasury
4.074% 4.490% 4.160% 3.990% 3.863%
The City's section 115 Trust balance was $2. 7 4 million at the end of August 2026, an increase compared to the $2. 70 million balance from the prior month.
The following table compares the portfolio balance for the prior two months:
Portfolio Balance Last Month Current Month Difference
Balance $57,851 ,659 $55,721 ,791 $2,129,868
• Total cash and investments decreased by approximately $2.1 million during the month of August. As the City doesn't typically receive a large allotment of property taxes in the month of August, the decline in cash balances was consistent with past years.
Property taxes represent over 50% of the City's anticipated revenues during the year, so it is not uncommon to experience cash outflows during months when the City doesn't receive allotments.
• LAIF yields continue to exceed the money market alternatives available to the City
and have started to rise again with the overall Treasury yields on the rise. The percentage of pooled investments in LAIF stands at 6.65% of the portfolio. During August, the City utilized a portion of its LAIF balance to support operating cash needs.
As a result, the LAIF balance declined relative to the prior month, reducing its overall share of the investment portfolio.
• The average weighted maturity of City investments, including investment pools and money market funds, was 1,353 days. The average weighted maturity for the portfolio, excluding money market funds, is 1,491 days. Average weighted maturity is calculated by multiplying the days remaining to maturity of each investment by its cost and dividing by the total portfolio cost.
• The net LAIF yield increased for the third consecutive month, from 3.840% to 3.863%.
As market interest rates continue to rise, staff anticipates the LAIF yield to gradually increase as well. The net yield of money market funds in the City's safekeeping account remained at 3.590%. The LAIF/PMIA rate exceeded the federal funds rate that was in effect during August 2026 (Figure 4).

• The City's average weighted yield, including investment pools and money market funds, increased from 4.067% to 4.074%, primarily due to a decrease in the shortterm securities like LAIF and the money market accounts, as those are some of the lower earning investments. The average weighted yield, excluding money markets and LAIF, remained at 4.106%. The City's average weighted yield is calculated by dividing total portfolio investment earnings by the total portfolio cost, inclusive of investment pools and money market funds.
The monthly Investment Report as of August 31 , 2026, is attached.
ALTERNATIVES CONSIDERED
The City Council can choose not to receive and file the City of Laguna Niguel Investment Report as of August 31 , 2026.
FISCAL REVIEW
There is no fiscal impact as a result of this action.
CONCLUSION
The City Investment Policy requires the submittal of a monthly Investment Report. Staff recommends that the City Council receive and file this report.
