CITY COUNCIL AGENDA ITEM
Honorable Mayor and Council Members
Kevin X. O'Connor, Acting Public Works Director
October 6, 2026
Adoption of Resolution No. 2026-1542, Authorizing Submittal of Applications for All CalRecycle Grants

RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 2026-1542, authorizing submittal of individual grant applications and related authorizations for all CalRecycle grant programs.

BACKGROUND
The California Department of Resources Recycling and Recovery, known as CalRecycle, provides various grant opportunities to local agencies through the California Public Resources Code. As part of all grant applications and reporting requirements, CalRecycle requires all agencies to declare by resolution an authorized City representative to execute all grant documents. On October 19, 2021, the City Council adopted Resolution No. 2021- 1371, designating the City Manager as the authorized signatory. In compliance with CalRecycle grant requirements, Resolution No. 2021-1371 is set to expire on October 19, 2026, after a period of five years, the maximum duration permitted by CalRecycle.

ANALYSIS
With Resolution No. 2021-1371 set to expire on October 19, 2026, staff has prepared Resolution No. 2026-1542, designating the City Manager as the authorized signatory for an additional five years. Following the adoption of Resolution No. 2026-1542, staff will be able to continue to pursue grant funding in support of Goal 2 Fiscal Sustainability of the City's adopted Strategic Plan.

ALTERNATIVES CONSIDERED
The City Council may decide not to adopt Resolution No. 2026-1542. This alternative is not recommended as it would prevent staff from submitting grant applications to Cal Recycle.

FISCAL REVIEW
There is no fiscal impact as a result of this report.

LEGAL REVIEW
The City Attorney's Office has reviewed the resolution and this report and has approved both as to form.

CONCLUSION
Staff recommends that the City Council adopt Resolution No. 2026-1542, authorizing submittal of individual grant applications and related authorizations for all CalRecycle grant programs.
