CALL TO ORDER
Mayor Moore called the Adjourned Regular Meeting of the City Council of the City of Laguna Woods to order at 2:02 p.m.
ROLL CALL
COUNCILMEMBER: PRESENT: Hatch, Horne, Tao, Conners, Moore ABSENT:
Mayor Moore participated in-person at the meeting location. Mayor Pro Tem Conners and Councilmembers Hatch, Horne, and Tao participated via teleconference.
STAFF PRESENT: City Manager Macon, City Attorney Patterson, City Clerk Trippy, Development Programs Analyst Pennington
City Manager Macon, City Attorney Patterson, and City Clerk Trippy participated in-person at the meeting location. Development Programs Analyst Pennington participated via teleconference.

IV. PRESENTATIONS AND CEREMONIAL MATTERS
4.1 Recognition - Black History Month
Mayor Moore introduced the item.
Councilmembers made comments.
Annie McCary, representing the Laguna Woods African American Heritage Club, made comments and responded to questions and comments from Councilmembers.
4.2 Recognition - Lunar New Year

Mike Yang, representing the Laguna Woods Chinese American Club, made comments.
Councilmembers made comments.
Mayor Moore read a written comment from Irene Cheng, member of the Laguna Woods Chinese American Club.

VI. CONSENT CALENDAR
Approval of the Consent Calendar was moved by Councilmember Horne and seconded by Councilmember Hatch.
At Mayor Moore's request, City Manager Macon commented on Item 6.4.
Moved by Councilmember Horne, seconded by Councilmember Hatch, and carried unanimously on a 5-0 vote, to approve Consent Calendar items 6.1 - 6.6. This vote was conducted by roll call.
6.1 Teleconferencing for Meetings
Adopted a resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA
WOODS, CALIFORNIA, ALLOWING FOR THE CONTINUED USE OF
TELECONFERENCING FOR MEETINGS DURING THE COVID-19
STATE OF EMERGENCY, PURSUANT TO CALIFORNIA ASSEMBLY
BILL 361(2021-2022)
6.2 Edible Food Recovery Program Services
Approved an assignment agreement assigning the existing agreement with OneOC for edible food recovery program services to Abound Food Care and authorized the Mayor to execute the assignment agreement, subject to approval as to form by the City Attorney.
6.3 Information Technology Services
Approved an amendment of the agreement with Practical Data Solutions for information technology services and authorized the City Manager to execute the amendment, subject to approval as to form by the City Attorney.
6.4 Solid Waste Handling Services
Adopted a resolution entitled:

Authorized the City Manager to give the County of Orange written notice of the City's

THE ORANGE COUNTY TRANSPORTATION AUTHORITY 2021
PAVEMENT MANAGEMENT RELIEF FUNDING PROGRAM

City Manager Macon made a presentation.
Mayor Moore opened the public hearing.

At Mayor Moore's request, the City Council took a recess from 3:49 p.m. to 3:53 p.m.
Mayor Moore read the recommended action and made comments.

Moved by Mayor Pro Tem Conners, seconded by Councilmember Horne, and carried unanimously on a 5-0 vote, to adopt a resolution entitled:

WOODS, CALIFORNIA, ADOPTING A NEGATIVE DECLARATION
FOR THE 2021-2029 GENERAL PLAN HOUSING ELEMENT
UPDATE, ADOPTING THE 2021-2029 GENERAL PLAN HOUSING
ELEMENT UPDATE, AND PROVIDING DIRECTION AND MAKING
FINDINGS RELATED TO ADOPTION OF THE 2021-2029 GENERAL
PLAN HOUSING ELEMENT REQUIRED BY APPLICABLE STATE
LAW

9.1 Coastal Greenbelt Authority
Mayor Pro Tem Conners stated that there had been no meeting since the last meeting.
9.2 Orange County Fire Authority
Councilmember Hatch provided a report.
Mayor Moore briefly commented on the Orange County Fire Authority.
9.3 Orange County Library Advisory Board
Mayor Moore stated that there will be a meeting soon.
9.4 Orange County Mosquito and Vector Control District
Mayor Pro Tem Conners stated that there had been no meeting since the last meeting.

At Mayor Moore's request, City Manager Macon provided a report on the City Hall/Public Library Project and answered a related question.
