Approve and authorize the City Manager to execute the Cooperative Funding Agreement, with Elsinore Valley Municipal Water District (EVMWD), for the EVMWD Parking Lot and Street Improvements Project in the not-to-exceed amount of $178,673.34 in final form as approved by the City Attorney.

INSPECTION OF CERTAIN OCCUPANCIES REQUIRING ANNUAL INSPECTIONS IN SUCH OCCUPANCIES PURSUANT TO SECTIONS 13145, 13146 and 17921 OF THE CALIFORNIA HEALTH AND SAFETY CODE.

Approve and authorize the City Manager to execute an Agreement for Contractor Services with Hazzard Backflow, Inc. for Citywide Parks, Facilities, and LLMD’s Testing and Repairs in an amount not to exceed $30,000.00 per Fiscal Year for a term of three (3) years in such final form approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $3,000.00 for unanticipated costs.

Approve and authorize the City Manager to execute a Rental Agreement with WillScot Mobile Mini for Mobile Office Trailer in an amount not to exceed $45,426.23 per Fiscal Year for a term of two (2) years in such final form approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $4,542.00 for unanticipated costs.

CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED
Council Member Tisdale reminded residents to use the Alert LE app; reported on his attendance at the Western Riverside Council of Governments Executive Committee meeting on September 11, 2023; shared updates on Veterans affairs; announced the Veterans Day Observance Ceremony on Saturday, November 11, 2023 at 9:00 a.m. at Diamond Stadium; invited the community to participate in the Healthy Lake Elsinore Serenity Fitness Day on October 7, 2023 from 9:00 – 10:00 a.m. at Serenity Park; and invited the community to attend an Emergency Preparedness Event on September 30, 2023 at 8:30 a.m. – 12:00 p.m. in the Lowe’s parking lot.
Council Member Sheridan reported on his attendance at the League of California Cities Annual Conference September 20-22, 2023; and announced the Winterfest Parade on December 2, 2023 at 5:30 p.m. on Main Street in Downtown.
Council Member Magee invited the community to attend the SCCA Autocross weekend on September 30 & October 1 at Diamond Stadium and SAN DRAGS September 29 – October 1 at Elsinore Skydive; and announced the Lake Elsinore Grand Prix returning on November 10- 12, 2023 at Lake Elsinore Motorsports Park.
Mayor Pro Tem Manos reported on his attendance at the League of California Cities Annual Conference September 20-22, 2023; announced the Dia de los Muertos event on October 28, 2023 from 5:00 – 9:00 p.m. on Main Street in Downtown; and encouraged Lake Elsinore High School Juniors and Seniors to apply for the Dream Extreme Future Leaders Program.
Mayor Johnson provided updates from the Homeless Task Force; shared resources for businesses to help combat homelessness; shared updates on outreach by The Anchor; reported on her attendance at the Western Riverside County Regional Conservation Authority meeting on ; shared that she took a tour of the Animal Friends of the Valleys surgery clinic and shared photos from Adoption Day; shared her attendance at the Riverside County Women’s Leadership Conference on Thursday, September 14, 2023; shared information on Project Connect at Canyon Lake Middle School; invited the community to attend the State of the City on Thursday, October 5, 2023 at Launch Pointe; encouraged residents to subscribe to the Elsinore Edition newsletter for updates on upcoming events, City projects, lake updates, and more; announced the Trunk or Treat event on October 14, 2023 from 5:00 – 8:00 p.m. on Downtown Main Street; and shared a recap from Mariachi Fest which occurred on September 16, 2023 at Diamond Stadium.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 7:46 p.m. to the next Regular meeting of Tuesday, October 10, 2023 in the Cultural Center located at 183 N. Main Street. Closed Session will commence at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open Session business meeting will commence at 7:00 p.m.
