REPORT TO CITY COUNCIL
To: Honorable Mayor and Members of the City Council
From: Jason Simpson, City Manager
Prepared by: Johnathan Oliver Skinner, Director Of Community Services Date: November 14, 2023
Subject: Winterfest Street Closures
Recommendation
Approve Temporary Street Closures for the Winterfest event on December 2, 2023.

Background
The annual Winterfest event will be held on Saturday, December 2, 2023, on Historic Main Street, Lake Elsinore, from 3:00 p.m. to 8:00 p.m. The event features a holiday parade, tree lighting, craft vendors, food booths, free activity booths, sled runs, and pictures with Santa. Local downtown merchants are invited to stay open late as we kick off the festive holiday season with the lighting of the Holiday Tree and Santa's arrival.

Discussion
This year, the event will take place on Main Street in Downtown Lake Elsinore from 3:00 to 8:00 p.m., including a holiday parade that kicks off at 5:30 p.m. Last year, we added a "Night of Lights" theme to the parade. This year's parade theme will be Christmas Movie Magic. Staff anticipates approximately 10,000 attendees. As a result, staff are recommending road closures for event staging and festivities. The Sherriff's Department, Fire Department, Public Works Department, and Community Services Department will coordinate resources to ensure the event is a safe and memorable experience. To ensure the participants' safety, staff recommends the following road closures, as detailed in Attachments A and B. The street closures remain in place from 11:00 a.m. to 10:00 p.m. The street closures will be enforced by Law Enforcement personnel.

Fiscal Impact
Expenses for City personnel staffing will be accommodated via the Community Support fiscal budget.
