Subject: Award a Public Works Agreement to Edmonson Construction Co. for the Site Grading of the New City Hall Project (CIP Project #Z20006) Recommendation
Approve and authorize the City Manager to execute a public works agreement with Edmonson Construction Co. in an amount not to exceed $119,500.00 for the site grading of the new City Hall Project (CIP Project #Z20006) in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $11,950.00 for construction uncertainties and adjustments.
Background
The City Council previously awarded a professional services agreement to design and develop construction documents for the new City Hall. Approved by the City Council at a noticed public hearing on May 10, 2022, the City Hall project will involve the construction of a new 35,000 square foot administrative office and City Council chambers on the southeast corner of Main Street and Graham Avenue. Following completion of the construction documents and the purchase of several properties needed for the building site, the City is ready to begin the demolition and construction phases of this project. Staff received three proposals for the grading of the building site.
Discussion
The grading will begin immediately following the demolition of the existing building. The site preparation will be from the corner of Graham Avenue to the existing City Hall building, locations previously known as 102-114 South Main Street. Staff has made all the required coordination with the affected utility companies and scheduled the abandonment of gas, electric, and data lines that are in the way of the site demolition and development. In this construction agreement, the key elements will include the following items:
City Hall Grading Agreement
8 2
6 Mobilization of Equipment
Grade and compact the entire site 1,000 CY
Over-excavate build pad at 5' 3,800 CY
Import, place & compact material 300 CY
Finish Pad +/- .10' 16,750 SF
Staff solicited proposals from three contractors capable of performing the grading of the building site. Each contractor was briefed on the scope of work and performed a thorough site visit to better assess the work requirements. Listed below are the submitted proposals for the building demolition:
Company Amount
Edmonson Construction Co. $119,950.00
DMC $149,750.00
Endersen Development $149,763.00
At the completion of the grading, the site will be ready to receive new construction underground utilities and final site preparation for the new building concrete footings and slab.
Environmental Consideration
Approval of the public works agreement for the site grading of the new City Hall Project (CIP Project #Z20006) is in furtherance of implementing the City Hall project approved by the City Council on May 10, 2022. Additionally, there is no substantial change to the project, no new circumstances under which the project will be developed, nor new information requiring additional analysis. Accordingly, no further environmental review is required.
Fiscal Impact
Funding costs are included in the Fiscal Year 23/24 – 27/28 Capital Improvement Plan (CIP) Budget, CIP Project #Z20006.
