Subject: Purchase of ClearVu Cochrane's Invisible Wall Fencing System at Serenity Park (CIP Project #Z40005)
Recommendation
Approve and authorize the City Manager to execute a Purchase Order with Cochrane USA in an amount not to exceed $183,696.31 in such final form approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $18,369.00 for unanticipated costs.
Background
Serenity Park features a skate park, a multi-use pump track, ¼ mile fitness trail, a dog park, two ½ court basketball courts, a tennis court, and an informal field. Other amenities include play equipment, picnic tables, a bicycle rack, restrooms, and a parking lot. This park has a wood lodge pole fence separating the park from a habitat area. Recently, homeless and dirt bike enthusiasts have been breaking the fence to gain easy access to the protected habitat land.
To restrict access while still providing a view of the land, we found ClearVu Invisible Wall Fence.
The ClearVu Invisible Wall fence provides a high level of security for Serenity Park. Its unique security features narrow apertures, making it difficult for intruders to climb or cut through the fence.
This helps to prevent unauthorized access and protects the park from vandalism or theft. Once installed, the ClearVu Invisible Wall fence requires minimal maintenance. It does not require painting or regular repairs, reducing the overall maintenance costs.
Discussion

The ClearVu Invisible Wall fence is made from high-quality materials such as galvanized steel or powder-coated aluminum, making it highly durable and corrosion-resistant. It can withstand harsh weather conditions, ensuring it remains effective and intact for an extended period. Cochrane offers customizable options for the ClearVu Invisible Wall fence, allowing it to be tailored to the specific needs of Serenity Park. Fence heights, panel colors, and post configurations can be selected according to the park's requirements, ensuring a perfect fit.
Staff solicited three proposals for park fencing at Serenity Park. The amounts of each proposal are listed below:
