Recommendation
Receive and File the City of Lake Elsinore Field Allocation Policy dated January 23, 2024.
Background
In February 2015, the City Council received and filed a new comprehensive Field Allocation Policy, aimed at coordinating usage, establishing policies, and prioritizing resident recreational usage. Since its implementation, the City of Lake Elsinore has experienced a significant surge in youth sports participation and the expansion of athletic field infrastructure. These developments prompted the Community Services Team to assess the existing policy, its relevance to the current community status, and its alignment with neighboring allocation policies.
Through this process, the City's team successfully amended and improved a fair and equitable field allocation policy. When discussed with the current Lake Elsinore resident youth recreational programs, all involved parties provided positive feedback, appreciating the City's emphasis on prioritizing Lake Elsinore residents. They offered minor suggestions, such as modifying certain fees to deposits and providing clearer distinctions in league dates.
This document serves as a guide for the City's team to navigate the evolving sports landscape, offering Lake Elsinore residents ample opportunities within their community and enhancing the availability of sports fields for all residents. It remains open for amendments to accommodate new field additions, align with industry standards, and cater to the evolving needs of the residents.

The Field Allocation Policy has been instrumental in influencing youth sports participation and the growth of athletic fields in the City of Lake Elsinore. Over time, we've observed a significant rise in community engagement and the use of sports facilities. This update to the field allocation policy aims to emphasize the positive results of the previous policy, discuss the changes made through careful evaluations, and address how it can adapt to the dynamic growth experienced by Lake Elsinore since 2015.
