REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Jason Simpson, City Manager
Prepared by:Ralph Mesa Jr, Emergency Services Manager
Date:February 27, 2024
Subject:Agreement with ESi Acquisition, Inc. for a WebEOC Subscription Recommendation
Approve and authorize the City Manager to execute an agreement with ESi Acquisition, Inc. for a WebEOC subscription in an amount not to exceed $186,861.43 and in such final form as approved by the City Attorney, and authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $18,686.14 for unanticipated costs.

Background
The City hired an Emergency Manager to lead preparedness for emergency and disaster situations that can impact the City, residents, and businesses. As the program developed, it was identified that a Crisis Information Management System (CIMS) was necessary to support resource and information management within the City’s Emergency Operations Center. After evaluation, staff identified WebEOC software as the most appropriate solution for the City’s needs.

WebEOC is also used by numerous regional agencies, including Riverside, San Bernardino, San Diego, Orange Counties, and the Cities of Riverside, Moreno Valley, Ontario, and Rancho Cucamonga. WebEOC improves the City’s ability to share information with the County and coordinate regional responses with neighboring jurisdictions.

Discussion
WebEOC improves the City’s ability to implement emergency management processes within the Emergency Operations Center. This software improves the ability to collect information, visualize and understand impacts, and communicate information with stakeholders. Additionally, WebEOC provides tools that support ongoing emergency management program needs such as plan development, staff qualification, training management, and after-action reporting and improvement planning.

Fiscal Impact
Funds have been budgeted in the FY23-24 Internal Service Fund.
