Dear distinguished members of LE City Council, I am in full support of the Dream Center’s plan to use the Ambassador for changing lives. I am currently a teacher in the LEUSD where I began my teaching career in 1989.
Over the past 35 years of serving in this community, and being involved for 25 years at Calvary Chapel near downtown, I have seen a steady increase in needy individuals and families. How awesome is it to be blessed with Brett and Aubrey Masters, dedicated leaders and servants who care so deeply for the hurting in our community.
I also have the perspective of appreciating the rich history of Lake Elsinore. Over 20 years ago, I developed a curriculum for third graders to learn about our amazing past. The Ambassador Hotel is a key historical fixture.
Seeing this building sit empty and degrade over the years has saddened me. I’m a Lake Elsinore amateur historian and I am so excited at the prospect of bringing this important building back to life! Please! Please support Dream Center’s vision for restoring the Ambassador to its former glory and using it to bless the community. This decision is a crossroad in bringing hope and beauty to our beloved city.

I cannot express my greatest support enough for the planned renovation of the Ambassador Hotel in downtown Lake Elsinore which has been proposed by pastor Brett Masters and the Dream Center planning team.This renovation and repurposing of this historical city building will have a huge impact on the inner city lives of the homeless, mentally ill, and drug addicted in our community.It will have the same transformational impact that the Dream Centers have had wherever they have been proposed similar projects in inner city urban areas which are currently at the greatest risk of human degradation and exploitation, resulting in
increased crime, mental illness, drug abuse and broken families.The Dream Center Ambassador Hotel project will create a Center of hope by providing ,basic clothing,nutritional and health services ,and most importantly housing for families and classes for employment and basic living schools which will transform lives and as a result will transform the
entire culture of downtown Lake Elsinore.

I am David Bellucci. I have worked with Brett and his Dream Center Food Pantry in processing food donations and collecting food from donors. The doners are local Lake Elsinore Businesses. I really appreciate the way the Dream Center has allowed me to be part of the solution to feeding hungry people. The Dream Center is a shinning spot in the Lake Elsinore landscape providing a great view of what Lake Elsinore leadership values.
Brett's / Dream Center's plans for the Ambassador Hotel will search out homeless people that want change in their lives and once fully launched will provide them with:
food, shelter, toilet / shower facilities, life skills training. The resources that Brett envisions will allow homeless people without hope to become hardworking productive citizens.
Please convey this email to the City Council members and the Mayor of Lake Elsinore. They have the power to allow Brett and the Dream Center to turn homeless people into people with hope and a future. Lake Elsinore's Leadership team can claim the victory and be a critical part of the solution of the homeless problem that is in their City.
My faith teaches me that it is hypocritical to not take positive action to provide for the poor and then live a blessed life of abundance. My Ultimate Boss Jesus Christ gave two simple commands: Love God with all your heart soul, mind and strength and love others as you love yourself.
Be part of the solution to the homeless problem. Please grant Brett the Conditional Use Permit for the Ambassador Hotel as a resource center for the homeless.
My God Shine Upon Lake Elsinore and the Lake Elsinore City Council and Mayor as they tackle the homeless problem in the City.

Good afternoon,
I am writing to express my wholehearted support for the initiative to transform the abandoned Ambassador Hotel into an innovative transitional training center for vulnerable individuals and families here in Lake Elsinore. This project represents a critical step toward addressing the pressing needs of both the downtown area and the people who might be served by the Dream Center’s efforts. Revitalizing the lives of some will assuredly refresh and continue the revitalization of the city.
I received my doctorate (Ph.D.) from what was then known as the Johns Hopkins Medical Institute.
My studies and the first half of my career were dedicated to social epidemiology and community behavioral health. As a public health consultant to many jurisdictions including Baltimore (MD), Tulsa (OK), Ann Arbor (MI), Minneapolis (MN), and Hartford CT), I designed and developed programs specifically addressing the issues of homelessness, mental health crises, PTSD, and substance abuse/addictions. I used a comprehensive, metric-driven model to address each of the community’s unique needs.
Communities such as Lake Elsinore must face complex issues with multi-faceted solutions. The Dream’ Center’s proposal clearly taps into the very soul of the community. The Dream Center thoughtfully determined the immediate needs and developed a holistic solution. The abandoned hotel, which currently stands as a vacant reminder of neglect, presents a unique opportunity for positive change. By repurposing this space, we can create a haven where individuals receive the safety, shelter, and support they desperately need.
The proposed training center aims to provide a holistic approach to rehabilitation and empowerment. It will provide a structured environment where people will be held responsible and accountable. It will provide routine, stability, and above all hope.
The benefits to the program’s participants are substantial. Residents will have access to clean, safe accommodations, fostering a sense of dignity and security. Addressing trauma, addiction, and mental health challenges will be central to the program. Healing can only happen in a supportive community.
The center will offer vocational training, equipping residents with practical skills. Workshops on job readiness, financial literacy, and life skills will empower individuals to regain independence.
Collaboration with local businesses and organizations will perhaps facilitate job placement and community engagement. Program participants will likely take part in service projects, fostering a sense of purpose and belonging.
When a trustworthy and proven group develops a program like the proposed Ambassador Hotel project, the community will experience unexpected gains. From a social epidemiological viewpoint, I have personally witnessed neighborhoods—ones in disrepair AND ones undergoing gentrification— that fully take on the essence of rebirth and renaissance. The Dream Center’s commitment to revitalization of the individual and the downtown neighborhood will NOT be a draw for malingerers, recidivists, or anti-social predators. (I use each of these terms with medical specificity.) On the contrary, a structured program with public declaration of zero tolerance will be repellant to bad actors.
The benefits of this project extend well beyond the immediate program participants. By investing in their individual and family well-being, we contribute to a healthier, safer community. Graduates of the training center will re-enter society with renewed hope, employable skills, and a commitment to positive change.
I urge you to support this transformative endeavor. Let us turn an abandoned building into a beacon of hope—a place where lives are rebuilt, and futures are reshaped.
