Subject:Purchase of One (1) Mobile Concrete Mixing Trailer Recommendation
1. Approve and authorize the City Manager to execute a purchase order with Cart-Away Concrete Systems, Inc., for one (1) Mobile Concrete Mixing Trailer in an amount not to exceed $50,296.88 (including tax) in such final form as approved by the City Attorney, and
2. Find that the proposed purchase is exempt from the standard bidding procedures pursuant to LEMC Section 3.08.070.B. because the commodity can be obtained from only one vendor.
Background
The mobile concrete mixing trailer is designed to be easily towed and transported to different job sites, allowing flexibility and convenience in delivering concrete where needed. By owning a mobile concrete mixing trailer, the Public Works Department can save on renting or outsourcing concrete mixing services, leading to significant cost savings in the long run. The mixing trailer was designed to provide a complete, compact mixing trailer of 7,000 lbs. to allow it to be towed without a commercial endorsement. The Public Works Department can produce concrete directly at the job site with a concrete mixing trailer.
Discussion
The purchase of this mobile concrete mixing trailer provides the Public Works Department with portability, cost savings, on-site production, control over concrete quality, flexibility, and durability.
These benefits contribute to more efficient and cost-effective concrete mixing operations for the department’s construction projects.

There is only one manufacturer currently producing a mobile concrete mixing trailer. As a result, our request for quotes was limited to a single manufacturer, restricting our options, and we proceeded with the available proposal accordingly.
Fiscal Impact
Funds are available in the Internal Service Fund for FY23-24.
