REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Jason Simpson, City Manager
Prepared by:Candice Alvarez, MMC, City Clerk
Date:May 14, 2024
Subject:Appointment to the Measure Z Citizens Committee Recommendation
Appoint Lisa Orr (District 2) to serve on the Lake Elsinore Measure Z Citizens Committee for a term expiring December 31, 2025.

Background
Following the passage of Measure Z in November 2020, a Citizen Committee was established to review and advise upon the spending and use of Measure Z funding per the Ordinance establishing the transactions and use tax. This Committee provides financial transparency and ensures this funding is used appropriately to the community's established goals and needs.

According to City Council Policy No. 200-5A, members shall be at least 18 years of age, not serve on any other Commission or be an officer or employee of the City or a person under an employment contract. Members must reside within the City Council District represented by the appointing City Council Member. Members shall be subject to a routine background check administered by the Police Department.

Discussion
According to City Council Policy No. 200-5A, the Committee includes one (1) resident member from each City's five council districts. The district's elected Council Member nominates each member. The City's elected City Treasurer also serves as an Ex-Officio, non-voting member of the Committee. Due to the previous District 2 representative, Edwin Castro, being appointed as City Treasurer, the seat became vacant. The City Clerk's Office posted a Notice of Accepting Applications for the Measure Z Citizen Committee from March 13, 2024, through April 19, 2024.
