REF: NPDES Technical Support FY24-25 and FY25-26
Dear Mr. Norvani:
In reference to your request for proposal to provide technical support for the City’s NPDES programs from July 1, 2024 through June 30, 2026, the following is respectfully submitted.
We are proposing to provide on-going NPDES Support for the City as it relates to the Riverside County MS4 permit and the requirements of the Lake Elsinore – Canyon Lake TMDL. Our efforts will include the following:
1. Attend and represent the City of Lake Elsinore at the various meetings associated with the NPDES Program, including but not limited to the Riverside County Technical Advisory Meeting, the Lake Elsinore – Canyon Lake TMDL Task Force meeting, and any other technical meetings as needed.
2. Provide on-site consultation to the various city departments regarding the integration of the NPDES program within city operations.
3. Technical analysis of various NPDES related documents, including review and implementation assistance for the proposed new Tri-County MS4 Permit.
4. Perform required Commercial/Industrial/Restaurant Inspections as required by the Riverside County MS4 Permit.
This proposal does not include support to the City relating to the organization of the WQMPs as required by the permit, nor support for any audits or other actions by the Santa Ana Regional Water Quality Control Board. Our proposal is for a two-year period (July 1, 2024 to June 30, 2026).
The not to exceed cost for this two-year effort will be $44,000.00.
All work shall be billed based on the following hourly rates per labor category:
