Subject:Professional Services Agreement for Heyday Records & Events Recommendation
Approve and authorize the City Manager to execute an agreement/contract with Heyday Records & Events in an amount not to exceed $100,000 for Live Performance Support Services in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not exceeding a 10% contingency of $10,000 for uncertainties and adjustments.
Background
The City of Lake Elsinore has expanded its offering of live performances in the form of local event as well as large scale regional events drawing thousands of local and regional visitors to Lake Elsinore. The production scale of the events and performances often times exceed the available resources of the City. Industry professionals such as Heyday have the resources and knowlege to step in and fill the gaps needed to elevate the production quality of the event and performers.
In July 2024, the City entered into a short-term agreement with Heyday Records & Events to provide live performance support services. In recognition of the quality of services and responsiveness, it is desired to formalize the services in this Professional Services Agreement.
Discussion
Heyday Records & Events provides live performance support services and capabilities that can be tailored to the City’s precise needs to help enhance events and performances.
As the City continues to build local and regional events for the enjoyment of the entire community, it is important the quality is representative of the talent and visitors to these events. Heyday has a long history in the Temecula Valley of quality production and products for these types of services.

Fiscal Impact
The funding for the live performance support services is available in the Community Services Event budget as an administrative cost.
