Subject: Award of a Public Works Agreement to Best Contracting Services Inc. for the roofing, Bid Set ‘G,’ on the New City Hall Project (CIP Project #Z20006) Recommendation
Approve and authorize the City Manager to execute a public works agreement to Best Contracting Services Inc. in an amount not to exceed $297,249.00 for the roofing, bid set ‘G,’ on the new City Hall Project (CIP Project #Z20006) in such final form as approved by the City Attorney, authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $29,725.00 for construction uncertainties and adjustments, and authorize the City Clerk to file the notice of completion once the entire scope of work is complete and return withheld retention to the contractor.
Background
Construction bid documents were prepared, and the project was advertised for bid in accordance with the requirements outlined in the California Public Contract Code. On September 9, 2024, the City posted on PlanetBids the notice inviting bids for the City Hall roofing project (CIP Project # Z20006). On Wednesday, September 25, 2024, a site visit and job walk were conducted at the project site, and all responses to the notice inviting bid questions were posted on PlanetBids.
Three bids were received on or before the deadline of 2:00 PM on Wednesday, October 9, 2024.
The bids were reviewed in PlanetBids, examined, and declared in City Hall. The bid results were posted in PlanetBids shortly after staff review. Following the examination of the bids, the low bidder, Best Contracting Services Inc., was reviewed and interviewed by staff and determined to be complete.

Discussion
The companies listed below submitted a bid. Staff verified the references and work product of the low bidder, Best Contracting Services Inc. and the contractor was briefed on the scope of work.
A thorough site visit was performed to assess the work requirements better. Listed below are the submitted proposals for the City Hall roofing scope of work, bid set ‘G’:

In this construction agreement, the key elements will include the following items:
•Mobilization & Demobilization, Including Construction Schedules •(Not To Exceed 3% of Total Bid)
•Labor Material and Performance Bonds
•Ultra-Ply TPO Membrane Roofing (20-Year Warranty)
•Roof Drains and Flashing
Immediately following the construction of the structural steel and concrete flooring, the TPO roofing installation will proceed, and the estimated duration of the roofing portion is 20 working days. Additional construction work will be performed simultaneously during the roofing installation.
Fiscal Impact
Funding costs are included in the Fiscal Year 24/25 – 28/29 Capital Improvement Plan (CIP) budget, CIP Project #Z20006.
