Subject: Public Works Construction Agreement with Edmondson Construction Co., for the Site Grading of the New City Library CIP Project #Z20003.
Recommendation
Award and authorize the City Manager to execute a Public Works Construction Agreement with Edmondson Construction Co. in an amount not to exceed $198,900.00 for the site grading of the new City Library (CIP Project #Z20006); in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not exceeding a 10% contingency of $19,890.00 for uncertainties and adjustments.
Background
On June 25, 2024, the City Council awarded a professional services agreement to design and develop construction documents for the new City Library. Following the completion of these construction documents and working closely with the utility companies, the City is ready to begin the construction phases of this project. Staff received three proposals for the grading of the building site.
Discussion
The grading will begin immediately following the construction of a retaining wall on the west side of the library site. The site preparation will be from the corner of Main Street and Sumner and along Spring Street adjacent to the storm control channel. In this construction agreement, the key elements will include the following items:

Move-In, Mass Grade Site
Mobilization 1 LS Demo & Clearing & Grub 1 LS Grade & Compact 2500 CY Over-Ex Pad 5' & Site 1' 4,900 CY *Import, Place & Compact (Estimate) 1,500 CY Finish Pad +/- .10' & Rough Grade Site 77,000 SF Staff solicited proposals from three contractors capable of performing the grading of the building site. Each contractor was briefed on the enter scope of work and performed a thorough site visit to better assess the work requirements. Listed below are the submitted proposals for the building demolition:

At the completion of the grading, the site will be ready to receive new construction underground utilities and final site preparation for the new building concrete footings and slab.
Fiscal Impact
Funding costs are included in the Fiscal Year 24/25 – 28/29 Capital Improvement Plan (CIP) budget, CIP Project #Z200036.
